Enterprise Project Manager - Consultant

Position Overview
Client is seeking an experienced Enterprise Project Manager – Consultant to provide oversight and coordination of agency-wide initiatives, ensuring effective resource management, project governance, and successful project delivery. This role is essential to maintaining operational continuity, advancing strategic initiatives, and ensuring the successful execution of Client's project portfolio.

Project Scope
This position supports Client's project management and governance functions, including implementation of a new Project Management System, portfolio oversight, dashboard reporting, user training, and stakeholder support. As the legacy PWA system is decommissioned, the consultant will provide expertise in system implementation, project visibility, organizational change management, and leadership of strategic projects aligned with Client's mission.

Key Responsibilities

• Support large-scale technology and business projects across the organization
• Lead implementation of the new Project Management System and transition from PWA
• Provide portfolio oversight and build dashboard reporting for project visibility
• Deliver user training and ongoing stakeholder support
• Maintain project management standards and best practices
• Facilitate stakeholder engagement and clear communication across multiple groups
• Drive organizational change management efforts
• Enhance project management maturity across the organization

Required Skills

• 15+ years of experience in Project Management
• 10+ years of experience with State or Federal IT projects
• 10+ years of experience implementing Project Management Systems
• 8+ years of experience creating Power BI dashboards
• 10+ years of experience with Change Management

Preferred Skills

• Experience with Public Health software implementations
• Experience working with multiple stakeholders while maintaining clear communication

Education

• Bachelor's degree in Information Technology or Business Administration

Certifications

• Required: PMP or CSM
• Preferred: CompTIA A+
