  • Design and optimize data architectures, pipelines, and storage solutions to support data integration, quality, and scalability.

  • Establish data patterns and standards that can be applied consistently across agencies and vendor teams.

  • Identify and resolve data dependencies across systems, agencies, and implementation phases.

  • Translate and advocate for program-specific data requirements with agency and IT leadership.

  • Champion innovation by identifying and integrating emerging technologies and best practices into platform solutions and services.

  • Direct the design, development, and execution of repeatable migration patterns (extract, transform, load); establish cutover strategies; and ensure traceability.

  • Support the development of an enterprise data model and define the process for data model governance for agency-specific data model needs.

  • Evaluate and approve data migration plans for alignment with enterprise objectives and technical soundness, and develop a data migration roadmap.

  • Oversee and hold vendor teams accountable for data execution, including platform-level standardization and agency-level implementation.

  • Review vendor plans and deliverables for quality and alignment to established standards; identify and assist with resolving risks, issues, or dependencies.

  • Provide technical direction and course correction when needed, serving as the escalation point for data-related issues across vendor workstreams.

  • Ensure compliance with data governance policies and standards to ensure reliability, security, and accessibility of data across all systems.

  • Perform related duties as required.

Requirements

  • Seven (7) years of professional experience in data management, data engineering, or enterprise data architecture with at least three (3) years in a lead or workstream owner capacity.

  • Demonstrated experience leading data migration and integration efforts, ideally on Salesforce implementations.

  • Strong hands-on proficiency with SQL.

  • Experience with other data transformation tools and scripting (e.g., Python, Apex data loader, or ETL tooling such as MuleSoft, Informatica, Talend, or similar) is a plus.

  • Understanding of web service protocols and data interchange formats (REST, SOAP, JSON, XML) and their application in enterprise integration patterns.

  • Effective interpersonal skills and collaborative abilities to promote teamwork.

  • Comfort with acquiring new skills and learning new technologies.

  • Flexibility in a dynamic environment with shifting roles and responsibilities.

  • Ability to build productive working relationships with cross-functional teams.
