Overview of the Organization
The Chief Operating Office (COO) Technology organization is responsible for defining and executing technology strategy, roadmap, and GenAI adoption across Core Operations, Corporate Shared Services, Controls, and enterprise GenAI initiatives. The COO Technology capability sits within the CIO organization, reporting into the CIO and COO of the firm. The organization ensures strategic alignment of solutions across a diverse portfolio of cross-business and functional capabilities such as KYC, Fraud, Wholesale Lending Operations, Cash Management, Balance Sheet Substantiation, Reconciliations, and Regulatory Reporting. It also drives the modernization of enterprise applications and process reengineering through shared services, comprehensive data architecture, automation, and the adoption of Generative AI solutions.
Job Purpose
The Enterprise Architect - Fraud Domain (Director, C15) is a senior technology leadership role within the COO Technology organization. This leader will be responsible for designing, developing, and executing the overall target-state architecture vision, technology roadmap, and delivery strategy for Citi's global Fraud Technology portfolio.
The successful candidate will act as a visionary leader to standardize, simplify, and scale a currently fragmented fraud application landscape, defining a holistic target-state architecture that incorporates all fraud capabilities, systems, and platforms by region, channel, and business line. A critical component of this role is mapping and optimizing end-to-end fraud journeys for all fraud use cases across North America (NAM) and international regions.
This leader will act as a strategic technology advisor across architecture, risk, and controls, bringing an enterprise mindset to simplify, modernize, and strengthen the Controls technology landscape. They will drive the adoption of modern cloud architectures (AWS preferred), Generative AI, and Agentic AI solutions to deliver real-time, high-throughput fraud decisioning while maintaining a robust risk and control posture.

Qualifications
Experience:
15+ years of relevant experience in technology, with a proven track record in Enterprise Architecture or senior Solution Architecture roles within global financial institutions.
Demonstrable Fraud Technology delivery experience at major global banks or leading fraud technology vendors (e.g., experience with Nice Actimize, LexisNexis, BioCatch, Feedzai, ThreatMetrix, or proprietary bank fraud systems).
Proven track record of leading large-scale portfolio rationalization initiatives and defining target-state architectures for complex, high-impact portfolios.
Technical Expertise:
Deep technical expertise in fraud detection systems, transaction monitoring, authentication, authorization, identity verification, and Single Sign-On (SSO).
Strong experience with cloud technologies (AWS is highly preferred), with relevant cloud certifications considered a strong plus.
Mature understanding and experience in adopting Generative AI, Agentic AI, and machine learning models in enterprise production environments.
Proficiency in creating complex technical diagrams, models, and architectural artifacts using tools like Visio or Signavio.
Leadership & Soft Skills:
Significant experience of acting as a strategic partner to senior business and technology executives.
Exceptional communication and diplomacy skills, with the ability to decompose complex technical concepts into simple, actionable strategies for both technical and non-technical audiences.
Strong working knowledge of risk, controls, and compliance frameworks within the financial services sector.
TOGAF or equivalent enterprise architecture certification is highly preferred.
