Scope of Work
Performs technical and administrative support for Engineering Division operations, including plan intake and review coordination, permit processing, records management, and project tracking.Ensures submittals and documentation are complete prior to engineering review. May perform limited, non-interpretive plan review of routine items using established standards and checklists under the supervision of a licensed engineer. All engineering decisions and approvals are performed by licensed engineers or qualified engineering staff.
Essential Job Duties
- Supports plan review and development processes
- Reviews incoming plan submittals for completeness, required documents, and adherence to City standards and checklists
- Coordinates routing of plans and documents to appropriate engineering staff and departments utilizing recently added programs to facilitate the process
- Communicates clearly with applicants, consultants, and contractors regarding submittal requirements and deficiencies
- Coordinates permits and right-of-way activities· Assists with processing permits (e.g., right-of-way use, driveway, utility work)
- Verifies required documentation such as applications, checklists, and certificates of insurance
- Ensures permit files are complete prior to issuance and maintains accurate records
- Maintains project and departmental records
- Organizes and maintains electronic and physical files for projects, permits, and council-related items
- Ensures documents are stored in designated shared locations in accordance with department procedures
- Assists with compiling information for reports, council items, and public records requests
- Supports project tracking and coordination
- Maintains logs or tracking systems for project status, submittals, and deliverables
- Monitors timelines and flags missing information or delays to appropriate staff
- Assists with coordinating internal and external project communications
- Provides general technical support
- Assists engineers and project managers with data entry and document preparation
- Reviews standard details and specifications for consistency with established templates (non-interpretive)
Required Qualifications
- Working knowledge of construction plans, engineering terminology, and municipal processes preferred
- Ability to read and interpret plans, drawings, and technical documents at a basic level
- Strong attention to detail and ability to identify missing or incomplete information
- Ability to manage multiple tasks and maintain organized records· Clear and professional communication with internal staff and external customers
- Proficiency in Microsoft Office and ability to learn City systems (e.g., permitting, GIS, or project tracking software)
Minimum Qualifications
- High school diploma or GED required
- 2-5 years of experience in engineering support, construction, permitting, or related field preferred
- Equivalent combination of education and experience may be considered.
Preferred Qualifications
- Experience working in a municipal engineering or public works environment
- Familiarity with plan review processes, permitting, or right-of-way coordination
- Experience with GIS, CAD, or permitting software
