Salary Range: $64,663.30 - $100,235.20

Works under the direction of the Administrator of Street Maintenance to manage and provide technical support related to pavement management, street surfacing, and right-of-way management. Provides supervision and direction to staff and contractors working on projects within city right-of-ways. Manages the pavement management system utilizing available staff, directs and reviews the work of outside contractors. Manages programs to maintain compliance with construction standards, regulations and requirements. Interprets and analyzes field data and reviews plans. Performs detailed engineering calculation. Maintains related data and prepares reports required by federal, state and local government. Responds to inquiries and communicates on a regular basis with professionals and the general public regarding street maintenance problems. Travels to various sites and reviews work-in-progress to ensure proper completion of repair work. Researches and employs new developments in engineering techniques, methods, and materials in the operation of street infrastructure system. Prepares budget estimates, specifications, and monitors daily expenditures. Creates and prepares a variety of correspondence, memoranda and reports by utilizing various computer applications. Interacts and communicates verbally and in writing with management and other staff members on a variety of issues and concerns.

Bachelor''s degree in Civil Engineering or related Engineering field and four (4) years'' experience in Civil/Environmental Engineering and with at least two (2) of those years in a supervisory/lead capacity; or any combination of experience and training which enables one to perform the essential job functions. Professional Engineer (PE) license to practice in the state of Tennessee or a state that has reciprocity with Tennessee preferred. Must possess and maintain a valid driver''s license as a condition of continued employment.

TYPICAL PHYSICAL DEMANDS

Must be able to communicate clearly verbally and in writing with management, staff, and the public. Requires visual acuity to evaluate street conditions, read engineering plans and schematics and inspect designated areas related to street infrastructure systems, may traverse uneven woods, wooded areas, and flood lands, and some lifting and carrying objects such as engineering equipment weighing up to 25 lbs. Requires the ability to operate general office equipment such as a computer, telephone, specialized engineering equipment and have knowledge of using various database software and GIS programs. Requires frequent use of an automobile to make on-site inspections.

Work is performed in an office and at construction/repair sites throughout the City including exposure to fumes, gases, changing weather conditions and temperatures.
