Engineering Program Manager

Location: Remote (Primary place of performance is remote; occasional on-site support may be required at Fort Belvoir, VA)

Clearance: Must have Active or Interim SECRET Security Clearance prior to commencement of work; U.S. Citizenship required

Contract Type: Government Contract (Base Year: 1 year; two 12-month option periods; 6-month extension option)

Position Overview

Seeking a highly experienced Engineering Program Manager to provide overall technical leadership, program management, systems engineering oversight, and strategic planning support for the Product Director Base Emergency Communications System (PD BECS). This role serves as the Contractor's primary technical interface with the Government and oversees execution of all engineering, cybersecurity, and modernization activities performed under this contract.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR).

This is a remote position with occasional on-site requirements as directed by the Government.

Key Responsibilities

• Provide overall technical leadership and program management for PD BECS engineering, cybersecurity, and modernization activities
• Serve as the Contractor's primary technical interface with the Government
• Oversee execution of all engineering, cybersecurity, and modernization activities performed under this contract
• Provide systems engineering oversight and strategic planning support
• Manage cost, schedule, and performance within the requirements baseline and programmatic constraints
• Ensure consistency between DoW/Army Enterprise and PD BECS architectures
• Participate in activities associated with overall program execution

Required Qualifications

Education: Bachelor's Degree in Engineering, Computer Science, Information Systems, or a related technical discipline

Certifications:

• Project Management Professional (PMP)
• Information Technology Infrastructure Library (ITIL)

Experience:

• Minimum of fifteen (15) years of progressively responsible experience supporting complex Department of Defense engineering or acquisition programs
• Systems Engineering experience

Citizenship: U.S. Citizenship required

Security: SECRET: Active or ability to obtain

Language: Fluent in written and verbal English

Preferred Qualifications

• Experience supporting Army or DoD public safety communications programs
• Experience with NG-911, LMR, EMWN, or PSAP modernization efforts
• Experience with DoW/Army acquisition policies and procedures

• Must maintain PMP and ITIL certification currency

Schedule & Work Conditions

Hours: Up to 40 hours per week, Monday-Friday, normal business hours (0800-1700), excluding Federal holidays

Overtime: Only permitted at the Government's discretion

Telework: Remote; occasional on-site support may be required as directed by the Government

Travel: Not authorized

Place of Performance: Remote (primary); Fort Belvoir, VA (if on-site support is requested)
