Job Description

Our Development & Permits department is seeking an Engineering Manager to lead and coordinate all operations within the engineering division:

A successful candidate for this position will be able to do the following:

  • Manage daily operations and activities of the assigned engineering/construction division to support City and Department goals.
  • Serve as liaison between City leadership and engineering/construction staff.
  • Oversee major division functions (design review, utility damage prevention, traffic engineering, capital improvement projects, utility improvements, construction management, and customer service‑related engineering programs).
  • Develop and implement policies and procedures to ensure efficient workflows and goal achievement.
  • Prepare and maintain engineering reports, specifications, budgets, permits, and related documentation.
  • Review staff recommendations for compliance with engineering principles, practices, and local ordinances.
  • Investigate and respond to inquiries from contractors, the public, and other organizations.
  • Coordinate implementation of projects and collaborate with involved stakeholders to support project success.
  • A successful candidate will already possess proficient knowledge in DEQ stormwater requirements.
  • Train and manage division staff to enhance their skills, promote professional development, and ensure continuity and resiliency of service delivery.

Required Qualifications

Vocational/Educational Requirement: Requires a bachelor's degree in civil engineering, or a closely related field. Master's degree preferred.

Experience: In addition to satisfying the vocational/education standards, this class requires a minimum of ten years of related, full-time equivalent experience.

Special Certifications and Licenses: Requires a valid driver's license and a driving record that is in compliance with City Driving Standards. A Professional Engineer license is also required. Depending on position, State and/or City certification(s) may be required.

Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
