Job Description:

Our client is seeking a highly experienced and strategic Engagement Lead / Project Manager to oversee a critical legacy system modernization project . This initiative involves the end-to-end migration of a decade-old Microsoft Dynamics Customer Relationship Management (CRM) system to a modern, cloud-based Microsoft Power Platform environment.

The Project Manager will serve as the primary executive liaison between our technical delivery team and EOG leadership.. Because the system supports mission-critical, sensitive state functions including investigations, auditing, and whistle-blower intake the role demands exceptional risk management, regulatory awareness, and stakeholder communication skills.

Responsibilities:

  • Project Leadership & Delivery: Direct all phases of the CRM modernization lifecycle, managing a specialized cross-functional team of solution architects, data engineers, developers, and testing leads.
  • Schedule & Budget Management: Develop, maintain, and execute a comprehensive project schedule. Ensure all project milestones and deliverables are completed on time and within the strict legislative appropriation cap.
  • Stakeholder Engagement: Act as the primary point of contact for the Executive Office of the Governor and key stakeholders like the Office of the Chief Inspector General (OCIG). Lead status meetings, facilitate milestone reviews, and provide transparent executive reporting.
  • Risk & Issue Mitigation: Proactively identify project risks particularly those related to complex data migrations and strict security standards and implement effective mitigation strategies to prevent delays
  • Resource Allocation: Manage the precise allocation of all key personnel (tracking against estimated role hours), ensuring optimal team performance and seamless coordination across technical workstreams.

Qualifications:

  • Certifications (Required): Active Project Management Professional (PMP) certification.
  • Experience: 7+ years of IT project management experience, with a proven track record of successfully leading enterprise-level software migrations, cloud transformations, or CRM implementations.
  • Technical Familiarity: Solid conceptual understanding of legacy Microsoft Dynamics CRM architecture and the modern Microsoft Power Platform ecosystem to effectively unblock technical teams.
  • Government Expertise: Extensive prior experience managing state or federal government contracts is essential. Familiarity with strict compliance standards, investigative workflows, and government procurement reporting is highly preferred.
