Position Summary

Please Note: The salary range for this position is $59,760.00 - $71,136.00 annually, depending on qualifications, with periodic increments up to $72,900.00 annually. This is a full-time, permanent, classified, overtime-eligible position with the Pierce College District and may be eligible for up to one day of remote work per week after the probationary period.

The Emergency Medical Services Program Manager A supports the program chairs in actively working to eliminate barriers that impede the success of our most marginalized students, especially Black and Brown students. The incumbent must be able to interact effectively with a diverse campus community of students, staff, and faculty while demonstrating a strong commitment to customer service. All interactions are expected to foster a sense of belonging, ensure individuals feel heard, and provide clear communication regarding next steps. System processes are continually evaluated to identify opportunities to eliminate systemic barriers to equal opportunity.

The Emergency Medical Services Program Manager A reports to the Chair of the Emergency Medical Technician Program and requires regular, consistent attendance. The employees responsibilities are driven by the operational needs of the Basic Life Support (Emergency Medical Technician) and Advanced Life Support (Paramedic) programs. Primary responsibilities include budget monitoring and maintenance; providing administrative support to Program Chairs, faculty, staff, and students; and serving as the primary liaison between the programs and internal and external entities.

This position works primarily at the Fort Steilacoom campus and requires successful collaboration with faculty, students, and staff. The incumbent also regularly interacts with public agencies and members of the community to support the colleges mission of creating quality educational opportunities for a diverse community of learners to thrive in an evolving world.

Essential Functions

The Emergency Medical Services Program Manager A will be responsible for the following, but not limited to:

Budget Monitoring and Maintenance

  • Develop information to support budgetary requests and project income and expenditures required to maintain EMS Program activities.

  • Administer EMS Program budgets.

  • Maintain and monitor fiscal records on all departmental requests.

  • Reconcile, track, and report on EMS Program budgets.

  • Provide regular budget reporting, budget requests, budgetary projections, and budgeting advice to the Program Chairs.

  • Research and apply for grants related to the EMS Program.

Support Program Chairs, Staff, Faculty, and Students

  • Establish work priorities for classified staff and ensure deadlines are met.

  • Supervise Instruction & Classroom Support Technician 2 and 3 classified employees.

  • Participate in the hiring processes for classified staff.

  • Train and develop classified staff.

  • Conduct regular performance evaluations and complete annual professional development plans.

  • Approve work time and leave.

  • Implement corrective action as needed.

  • Assist in planning, implementing, evaluating, and formulating Pierce College policies in relation to the EMS Program.

  • Implement new procedures to facilitate administration of the EMS Program as directed by the Program Chairs.

  • Answer phone, mail, and in-person inquiries and triage to the Program Chairs as appropriate when the Program Support Specialist is unavailable.

  • Prepare written summaries of reports, technical publications, or other written materials for review by and as directed by the Program Chairs.

  • Support admissions initiatives as directed by the Program Chairs.

  • Maintain classified staff schedules as directed by the Program Chairs.

  • Submit facilities work orders as needed.

  • Reserve rooms or classroom space as needed to support EMS programs.

  • Provide prospective students with onboarding information and approved template education plans as directed by the Program Chairs.

  • Assist with Advisory Committee Activities.

  • Assist Program Chairs with various marketing and promotional activities as delegated by the Program Chairs.

  • Schedule and attend EMS Advisory Committee meetings and take and distribute meeting minutes.

  • Recruit and maintain a roster and biographies for all Advisory Committee members.

  • Recruit new members for the Advisory Committee.

  • Take and distribute meeting minutes for departmental meetings.

  • Assist the Paramedic Program Support Specialist with gathering and documenting evidence to support accreditation needs.

  • Coordinate with Marketing for program advertising and recruitment as directed by the Program Chairs.

  • Organize graduation and special events and catering as directed by the Program Chairs.

Program Liaison with Internal and External Entities

  • Coordinate EMS Program functions with appropriate Pierce College departments and outside agencies to accomplish program activities as needed.

  • Draft clinical and department contracts as directed by the Program Chairs.

  • Promote the EMS Program on campus and with outside organizations.

  • Represent the Pierce College EMS Program at meetings as needed.

  • Provide information to college staff, prospective students, and the public regarding EMS Program content, policies, and activities as needed. This may include staffing information booths related to the EMS programs.

Other Duties

Qualifications

Education Required

  • Bachelor's degree from an accredited college or university in Emergency Medical Services or related field.

OR

If using equivalency for education, the following requirements must be met:

  • One (1) year of professional experience in the emergency medical services or fire service field; OR three (3) years of responsible supervisory and/or administrative experience in a related field. This experience must be in addition to the minimum experience required for the position.

Experience Required

  • One (1) year of applicable supervisory experience in the program specialty (Emergency Medical Services or fire service).

Terms of Employment

This is a full-time (40 hours per week) classified, overtime-eligible position with Pierce College District. This position is permanent after serving a 6-month probationary period. The primary work location will be at Pierce College, Fort Steilacoom campus. Occasional travel to Pierce College campuses or sites may occur.

Work hours are between 8:00 a.m. and 5:00p.m. Monday through Friday with occasional evenings and weekend work, and occasional travel as required. This position may be subject to reassignment between campuses or sites. This position may be eligible for occasional remote work once the incumbent is established in the role. Regular and consistent attendance is required.

Salary & Benefits

The salary range for this position is $59,760.00 - $71,136.00 annually, depending on qualifications, with periodic increments up to $72,900.00 annually.

However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment

This position is required to work indoors in an open office environment, which requires visual concentration on detail, dexterity, precision, and is subject to frequent noise and interruptions.

Insurance Benefits

Employees and families are covered by medical (including vision) and dental insurance. Retirement and Supplemental Plans

Classified Pierce College Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the state Deferred Compensation Program (DCP) and the State Board Voluntary Investment Program (SBVIP), administered by TIAA-CREF. These are supplemental retirement savings programs (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Leave

Classified employees begin accruing 9.33 hours of vacation and 8 hours of sick leave starting their first month of employment. The amount of vacation an employee can accrue increases the longer they work with us (up to a maximum of 16 hours, 40 minutes per month after twenty-five years of service). A maximum of 30 working days (280 hours) of vacation may be accumulated. Employees also receive two personal leave days after four months of employment.

Washington State supports members of the armed forces with 21 days paid military leave per year.

Holidays

Full-time employees are entitled to ten paid holidays and a personal holiday of their choice (may be used after four months of employment).

Tuition Reimbursement

Permanent Classified employees working half-time or more may take space-available classes for $5 per quarter with the Tuition Waiver program (typically after a 6 month probationary period).
