SALARY INFORMATION

This position is in the Supervisory Unit (SUPV) bargaining unit. Please refer to the applicable bargaining unit labor agreement (Memorandum of Understanding) for potential future salary increases: Shasta County Labor Agreements

The salary range consists of six (6) salary steps, with approximately 5% between each step. Newly hired employees are appointed at Step A of the assigned salary range. Employees are eligible for a merit-based salary increase from Step A to Step B after six months of satisfactory service. Thereafter, employees may be eligible for annual merit-based step increases, beginning one year from the Step B effective date, until they reach the top step of the salary range.

ABOUT THE DEPARTMENT

The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all. The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety.

The Economic Mobility Branch provides assistance and services to individuals and families in the community. Through multiple locations in Redding, Anderson, Shasta Lake, Burney, and Enterprise, the branch provides initial and on-going eligibility determination services for public benefits such as CalFresh, CalWORKs, General Assistance and Healthcare Programs. The branch provides CalWORKs and CalFresh employment preparation and support services, breaking through barriers that may be hindering employment opportunities. We also have teams dedicated to administering homeless and housing services within the community, providing much needed help to our most vulnerable community members. Finally, the Economic Mobility Branch also provides referrals for individuals and families to other services within HHSA and for services provided by our community partners.

ABOUT THE POSITION

Under general direction, the Employment & Training Worker Supervisor plans, organizes and supervises work of a unit of employees engaged in determining eligibility of applicants and recipients for public assistance program and the performance of employability evaluation and provision of other employment services to eligible applicants and clients of local social service agencies; may use an automated system for caseload monitoring activities; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

Employment & Training Worker Supervisor is the supervisory level in the Employment & Training Worker class series. The class differs from the Eligibility Supervisor in that the Eligibility Supervisor has primary responsibility for supervising workers who determine financial eligibility for public assistance programs. Employment & Training Worker Supervisor differs from Social Worker Supervisor in that a Social Worker Supervisor supervises Social Workers responsible for providing protective services to children and adults, and a variety of other social services to children, adults and families.

Supervision Exercised and Received: Employment & Training Worker Supervisors receive supervision from a Program Manager and provide supervision for Employment & Training Workers and support staff as assigned.

IDEAL CANDIDATE

The ideal candidate would have a working knowledge of Redding and Shasta County, including the socio-economic conditions, employment opportunities and barriers, as well as available social and economic resources. They would also have experience working with economically disadvantaged individuals. The ideal candidate will be able to reach out to and develop contracts with employers for work experience and on the job training sites for clients. The ideal candidate would be organized, self-motivated and able to work independently or as part of a team and would also have the initiative to take action to work efficiently and effectively; work proactively rather than reactively; possess flexibility in working style and be adaptable to change. The ideal candidate would have the ability to plan, assign, and supervise a unit; select, train, evaluate, and discipline subordinate staff; address performance and personnel problems; communicate clearly and concisely both verbally and in writing; possess public speaking skills to include experience speaking in front of groups or individuals, leading meetings, facilitating workshops and delivering trainings; provide guidance, mentoring and support to staff; review staff work for accuracy, compliance, timeliness, and to ensure quality of client services; collaborate with other supervisors, management, and staff; collaborate with staff and representatives from other divisions, branches, agencies, and the community; participate effectively in meetings, trainings and conferences; address participant complaints timely, accurately and respectfully; use a personal computer and the California Statewide Automated Welfare System; attend and participate effectively in supervisory meetings and training. The ideal candidate will also be able to manage contracts and oversee services provided by third party partners and ensure that third party partners are compliant with program requirements.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

Plans, assigns, and supervises a unit of employees who provide employment and training services to eligible clients and/or determine eligibility for public assistance programs; selects, trains, evaluates, and disciplines subordinate staff, and addresses performance and personnel problems by presenting constructive plans for resolving performance deficiencies and resolving personnel problems; meets with employees on a group and individual basis to discuss or interpret departmental rules, regulations and policies, and to confer with staff on the difficult eligibility and employment and training issues; reviews cases for accuracy, compliance, and timeliness, and to ensure the quality of client services; collaborates with other supervisors, management, and staff in setting goals, establishing guidelines, and coordinating the activities of professional and technical staff; collaborates with staff and representatives from other divisions, agencies, and the community; provides resources and tools to enhance employee performance and training; represents the department at meetings and conferences; participates in special studies or research projects as assigned; interviews complainants and makes cause determinations for program participants who are not in compliance; receives and prepares written correspondence, reports and other documents related to unit activity and mandated federal and state reports; supervises staff responsible for assuring continuing public assistance benefit eligibility and coordinating the provision of support services for employment program participants; uses a personal computer and automated systems; attends supervisory meetings and training as assigned; performs other duties as assigned.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Laws, rules, and regulations governing multiple public assistance and employment preparation and training programs; policies, procedures, programs, and goals of public social services agencies; principles of supervision, training, and instructional methods and techniques; leadership techniques; department and community resources available to clients; principles of employment services and other public social services; computer terminology and computer keyboard arrangement.

MINIMUM QUALIFICATIONS

EITHER

Two (2) years of full-time experience comparable to an Eligibility Supervisor with Shasta County;

OR

One (1) year of full-time experience comparable to an Employment & Training Worker III with Shasta County AND successful completion of fifteen (15) semester or twenty-two (22) quarter college units in career planning, vocational guidance principles, personality development, occupational testing and measurement, or counseling preparation;

OR

Eighteen (18) months of fulltime experience comparable to an Employment & Training Worker III with Shasta County;

OR

Two (2) years of full-time experience comparable to an Employment & Training Worker II with Shasta County AND successful completion of fifteen (15) semester or twenty-two (22) quarter college units in career planning, vocational guidance principles, personality development, occupational testing and measurement, or counseling preparation;

OR

Thirty-six (36) months of full-time experience comparable to an Employment & Training Worker II with Shasta County.

Holidays:

  • 12 paid holidays (96 hours) per year.

Vacation:

  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to twenty hours - in five whole hour increments - of accrued vacation. *Subject to criteria as outlined in section 13.8C I n the Shasta County Employees Association MOU.

Sick Leave:

  • 96 hours of sick leave are earned each year with no maximum accrual.
  • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
  • Unused sick leave may be converted to PERS service credit upon retirement.

Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

  • Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.

Bereavement:

  • 24 hours for each non-concurrent death in the immediate family.

Health Plan:

Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan.

Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium.

Contributions are made for a portion of a retirees insurance premium.

Dental Plan:

The County pays a portion of the employees and dependents premium for dental insurance.

Vision Plan:

The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:

The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For SUPV employees the current coverage amount is $46,000.

Additional Life insurance is available to purchase through Aflac and The Standard.

Retirement:

The County is in the Public Employees Retirement System (CalPERS) coordinated with Social Security.

  • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.

Please review the specific MOU for stipulated retirement formulas.

Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.
