Summary of Position

The Emergency Telephone System Deputy Director assists the Director in overseeing the operation, coordination, and administration of Madison County's Emergency Telephone System. The role ensures the seamless function of PSAPs, supports strategic initiatives like system consolidation and technology upgrades, and acts as Director in his/her absence. This position is subject to modification upon the potential consolidation of the 911 Emergency Telephone System Board (ETSB) Operations with Emergency Management Operations. Should this consolidation occur, the Deputy Director will assume additional responsibilities and duties associated with the expanded organizational structure. At this time, the specific scope and nature of those additional responsibilities have not yet been finalized. The successful candidate will be informed of any changes to the position's responsibilities and expectations upon appointment and as the organizational structure develops.

Examples of Duties and Responsibilities

• Assists in managing day-to-day operations of countywide 9-1-1 services
• Monitor performance metrics and call statistics to ensure high service standards
• Support supervisory staff and provide direct leadership to technical and administrative teams
• Coordinate training programs and performance evaluations
• Participate in planning and implementing new technologies, including dispatch software, radios systems, and GIS mapping tools
• Aide the Director in managing vendor relationships and service contracts
• Assist with compliance with local, state, and federal regulations, including FCC and NENA Standards
• Assist in maintaining policies, standard operating procedures, and emergency response protocols
• Act as a liaison between local law enforcement, fire departments, EMS, and other stakeholders.
• Assist with emergency preparedness and disaster recover planning for NG 9-1-1 operations
• Assist in preparing departmental budgets and tracking expenditures
• Support grant applications processes and reporting for state and federal funding
• Support public education efforts on the use of 9-1-1 services
• Represent Madison County 9-1-1 on various committees, local, state, and nationally
• Required to be available for on-call situations, position is 24/7
• Attend meetings in the absence of the 9-1-1 Director
• Ensures that the staff verifies location of wireless tower sites and assigns address
• Assumes the responsibility of the Addressing Specialist when he/she is absent
• Ensures the maintenance and updates to the School Mapping system
• Processes and maintains the 911 Quality Assurance Program
• Acts as a liaison between the Emergency Telephone System and the PSAPs
• Responsible for the operations of the Emergency Back-up PSAP
• Stays up to date on changes to state and federal regulations pertaining to 9-1-1
• Assist the Director in the inventory and proper maintenance of any equipment purchased by the ETSB
• Assist AT&T with resolving trouble tickets submitted by PSAPs to the AT&T Resolution Center concerning system errors and mapping issues
• Assist the Director in ensuring that the Madison County 9-1-1 Emergency Telephone System stays current, up to date, and relevant while being fiscally responsible to the Special Revenue Fund.
• Processes FOIA requests based on state statues
• Responsible for the oversight of the education programs in school and civic events, and as well as attending and assisting in public engagement
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
• Assists the Director in future merger of ETSB and Emergency Management Operations. Position of Deputy Director will be required to fulfill certain roles and duties of Emergency Management.

Minimum Qualifications

A high school diploma or equivalent, five years of experience in 9-1-1 PSAP management; 5 years of experience in front line emergency communications (dispatch and dispatch systems); 1 year experience with Next Generation 9-1-1 and Voice over IP Protocol systems; valid driver's license is required. Technical proficiency in 9-1-1 systems, radio communications, CAD, and GIS mapping are required. Additional skillsets in Emergency Management; demonstrated knowledge of emergency management principles, including preparedness, response, recovery, mitigation, continuity of operations, emergency operations planning, and coordination with local, state, and federal emergency management partners. Knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS), with the ability to coordinate multi-agency emergency response and operational activities.

Physical Requirements

The employee may be required to walk or move up to 200 feet from the primary desk. The employee is occasionally required to stand and stoop, kneel or crouch. The employee may occasionally lift and/or move up to 25 pounds. Employee will also be required to potentially work in all weather conditions, day or night.
