An EMERGENCY MANAGEMENT SPECIALIST, GS-0089-11, you will develop, review, coordinate and execute the wings Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level. Performs other duties as assigned.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

  • KANSAS AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • The duties and responsibilities of your job may impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Must be willing and able to cross train into the compatible AFSC

GENERAL EXPERIENCE: Experience gained in administrative, professional, technical, investigative, secretarial, or clerical work that provided you the ability to perform the following:

  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE: Must have 1 year experience equivalent at the next lower grade level (GS 09). Experience applying principles, concepts, and methods of emergency management operations sufficient to design projects having applicable precedents where well-established occupational methods, techniques, processes and precedents can be utilized. Utilizes knowledge of and skill in applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations for the Air National Guard and supported units. Knowledge of a variety of emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. Knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, local governments and non-governmental organizations or the private sector, and their response mechanisms and authorities.

Education

Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in fields listed below leading to a bachelors degree, in an accredited college or university, meets the GS-5 level requirements. Education -Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
