This location supports senior U.S. personnel, advises the Somali National Army’s elite Danab Brigade, and helps coordinate broader U.S. Africa Command (AFRICOM) operations across East Africa. Measure, cut, bend, thread, assemble, and install electrical conduit using tools such as hacksaws, pipe threaders, and conduit benders.

Summary
This Journeyman Electrician position supports the Combined Joint Task Force–Horn of Africa at a major U.S. diplomatic and military compound in Mogadishu. The U.S. Zone within the airport perimeter includes the U.S. Embassy, United Nations elements, and the African Union Transition Mission in Somalia (ATMIS). This location supports senior U.S. personnel, advises the Somali National Army’s elite Danab Brigade, and helps coordinate broader U.S. Africa Command (AFRICOM) operations across East Africa. The Mogadishu Base Complex serves as a permanent, high-security hub with a continuous U.S. diplomatic and military presence. It relies on complex industrial power systems, established water purification capabilities, and robust life-support infrastructure maintained year-round by LOGCAP personnel.
Duties & Responsibilities

• Install, test, and repair grounding systems in accordance with applicable codes, standards, and manufacturer recommendations.
• Plan new or modified installations to minimize material waste.
• Ensure access for future maintenance and avoid unsightly, hazardous, or unreliable wiring in accordance with specifications and local electrical codes.
• Prepare sketches showing the location of wiring and equipment, or follow diagrams and blueprints, ensuring concealed wiring is installed before completion of walls, ceilings, and flooring.
• Measure, cut, bend, thread, assemble, and install electrical conduit using tools such as hacksaws, pipe threaders, and conduit benders.
• Pull wiring through conduit, with assistance from an electrician helper. Splice wires by stripping insulation from terminal leads using a knife or pliers, twisting or soldering wires together, and applying tape or terminal caps in accordance with accepted codes and standards.
• Connect wiring to lighting fixtures and power equipment using hand tools.
• Install control and distribution apparatus, such as switches, relays, and circuit breaker panels, fastening them in place with screws or bolts using hand and power tools.
• Connect power cables and ground leads to equipment and other electrical utilization equipment, including motors and HVAC units.
• Test circuit continuity to ensure electrical compatibility and component safety using instruments such as ohmmeters, batteries and buzzers, and oscilloscopes.
• Observe the operation of installed equipment or systems to identify hazards and determine the need for adjustment, relocation, or replacement.
• Repair faulty equipment or systems as needed.
• Provide data to Automated Information Systems (AIS) as required.
• Connect pier electrical systems at the seaport as required.
• Perform duties in accordance with the following:
  • AR 710-2, U.S. Army Supply Policy Below the National Level.
  • AR 735-5, U.S. Army Property Accountability Policies.
  • DoDM 4160.21, Defense Materiel Disposition Manual, and DLA Disposition Services disposal guidelines.
  • AR 420-1, U.S. Army Facilities Management.
  • AR 190-11, U.S. Army Physical Security of Arms, Ammunition, and Explosives (AA&E).
  • Department of Defense Unified Facilities Criteria (UFC), accessed through the Whole Building Design Guide (WBDG). UFC requirements apply to MILCON projects, sustainment work, and civilian contractors working on DoD installations.
• Perform other duties as assigned.

 
Experience & Qualifications

• Must be a Citizen of the United Kingdom.
• Must be a qualified Journeyman Electrician with a valid, current UK Joint Industry Board Electrotechnical Certification Scheme (ECS) Gold Card.
• Achieve NVQ Level 3 Diploma, the vocational equivalent of a US Electrician’s Apprenticeship.
• Pass the AM2 Assessment exam administered by UK National Electrotechnical Training (NET), similar in purpose to a US state Journeyman Electrician practical exam.
• BS 7671 Regulations (18th Edition) certification (typically City & Guilds 2382) to prove mastery of the current BS 7671 Wiring Regulations.
• Completed GCSEs (or A-Levels) or an equivalent combination of formal education and Electrician’s experience.
• Minimum of four years of licensed Electrician experience.
• Ability to work with minimal supervision.
• Must possess the job knowledge, technical skill, and physical ability required to perform assigned Electrician duties.
• To ensure compliance with contract safety, health, and security requirements, candidates must be able to read, write, speak, and understand English at an intermediate level.
• To be considered, candidates must be authorized to work in Somalia where the position is located.
