Position Summary
The Turnaround Electrical & Instrumentation (E&I) Lead is responsible for the overall coordination, execution, and completion of all electrical, instrumentation, analyzer, and control systems work during refinery turnarounds. The role provides leadership to E&I coordinators, field coordinators, and contractor supervision to ensure all work is executed safely, on schedule, within scope, and in compliance with refinery standards and regulatory requirements.
The E&I Lead serves as the primary interface between Operations, Maintenance, Planning, Scheduling, Safety, and Contractors for all turnaround E&I activities.
Primary Responsibilities:
Leadership & Coordination
• Provide overall leadership and coordination of all turnaround electrical and instrumentation activities.
• Establish daily priorities and communicate execution expectations to field coordinators and contractor
supervision.
• Lead E&I coordination meetings and participate in turnaround planning and execution reviews.
• Support turnaround objectives related to safety, schedule, quality, and cost performance.
Scope & Execution Management
• Maintain ownership of the approved E&I turnaround scope.
• Coordinate execution of electrical, instrumentation, analyzer, control valve, motor, MCC, SIS, and control
system work.
• Review and manage emergent work requests and scope changes through approved processes.
• Ensure work fronts are ready before crews are assigned to perform work.
Schedule & Resource Management
• Monitor E&I progress against the daily and overall turnaround schedule.
• Identify schedule risks, resource shortages, and execution constraints.
• Develop mitigation and recovery plans when schedule slippage occurs.
• Coordinate manpower requirements and contractor resource allocation.
Quality Assurance & Startup Readiness
• Ensure work is performed in accordance with refinery standards, specifications, and approved procedures.
• Verify completion of calibrations, loop checks, motor testing, relay testing, control valve testing, analyzer
verification, and SIS testing.
• Coordinate inspections and quality hold points.
• Support commissioning, startup readiness reviews, and system turnover activities.
Contractor Management
• Direct contractor execution activities and ensure alignment with turnaround priorities.
• Monitor contractor productivity, workmanship, and compliance with refinery requirements.
• Address performance issues and escalate concerns as necessary.
Turnaround Closeout
• Support completion of punch-list items and turnover documentation.
• Participate in lessons learned reviews and continuous improvement initiatives.
• Ensure redlines, test records, and quality documentation are completed and archived.
Required Qualifications:
• Minimum 10 years of refinery, petrochemical, or heavy industrial electrical and instrumentation experience.
• Previous turnaround leadership or supervisory experience.
• Experience managing contractors and multi-discipline field execution teams.
Technical Knowledge
• Instrumentation and control systems.
• Process analyzers and analyzer shelters.
• Control valves and valve positioners.
• Safety Instrumented Systems (SIS).
• Electrical distribution systems, MCCs, motors, breakers, and relays.
• Calibration, loop testing, commissioning, and startup activities.
• OSHA, NFPA 70E, and refinery safe work practices.
