Pacific Missile Range Facility - Barking Sands Kekaha, Kauai, Hawaii Project Summary This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment imminent.
Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies.

Key Responsibilities- Conducts targeted Tier 2 electrical infrastructure inspections across the cantonment and airfield areas.
- Evaluates storm damage to medium-to-low voltage powerhouse components, substations, and critical airfield lighting systems.
- Performs initial energization safety reviews and interfaces with safety teams to manage electrical hazards and compromised utility wiring.
Qualifications & Requirements- Bachelor's degree in Electrical Engineering.
- Fundamentals of Engineering (FE/EIT) designation or active Professional Engineer (PE) license preferred.
- Solid experience evaluating commercial/industrial power distribution systems and specialized airfield lighting systems.
US Naval Facilities Specific - Thorough understanding of NAVFAC electrical system operations, UFC 3-501-01, and Navy airfield electrical safety guidelines.
Hurricane Assessment Context- Specialized expertise in evaluating water-compromised electrical substations, salt-spray corrosion damage, generator backup integrity, and determining safe energization parameters post-storm.
