EHS Safety Programs Manager

The full salary range for the EHS Safety Programs Manager is $93,200 - $174,200 annually. However, the expected pay scale for this position is from $93,200 - $129,108 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Environmental Health, Safety & Risk Management supports the University of California, Riverside by promoting a safe, healthy, and compliant campus environment through prevention, education, consultation, inspection, investigation, and continuous improvement. The department partners with campus units to identify hazards, implement controls, ensure compliance with applicable requirements, and strengthen a culture of safety. The EHS Safety Programs Manager serves as a campus leader within Environmental Health, Safety & Risk Management (EHSRM) and reports to the Director of Occupational Safety, Industrial Hygiene, and Environmental Programs. The position supervises assigned safety specialists and is responsible for leading, implementing, evaluating, and continuously improving occupational safety programs across the UCR campus community. This role is accountable for campus-wide program performance, including measurable outcomes, compliance results, and effective program execution. Federal, state, or local government directives may impose additional requirements.\n \nProvides technical leadership, functional guidance and supervises technical and professional personnel, including selection, performance management and taking corrective action as required.Provides direction and guidance on complex environmental, health, and safety issues encountered by subordinate staff.Ensures that quality control procedures are executed to effectively and efficiently monitor and meet regulations.Coordinates environmental/occupational health and safety programs and environmental programs, including performing audits to identify and control and/or mitigate significant loss-producing exposure.Participates in the selection, development and evaluation of staff to ensure the efficient operation of the function.Ensures staff are fully and properly trained to meet mandatory training requirements of positions.May monitor purchasing budget expenses, and financial/budget compliance in support of operations.Drafts documentation and performs content review of subordinate staffs' documentation including agency reports.Develops and conducts training.Maintains current and up-to-date information regarding existing and/or proposed changes in environmental/occupational health and safety regulations and ensures information is disseminated appropriately.\n \nComprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules, regulations, laws, etc.Skills to effectively direct and supervise subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas.Solid written, verbal and interpersonal communications skills, including strong skills to interact successfully with a widely diverse population.Solid skills to organize, prioritize and complete projects within budget and time constraints.Solid skills to appropriately, efficiently and effectively respond to emergencies and critical situations.Solid problem solving skills to deal and resolve matters arising for both simple and complex general public and occupational safety issues and concerns in the campus environment. Supervisory and managerial skills and familiarity with organizational culture and working with direct reports.Solid foundational and accomplished skills for leading, developing, and implementing sound safety programs including areas such as lockout/tagout, electrical safety, confined space, ergonomics, industrial hygiene, fall protection, scaffolding, warehousing safety, excavation, powered industrial vehicles, event safety, injury and illness investigation and reporting, shop safety (machine guarding), chemical hazard communication, hotwork safety, walking/working facility safety, noise, respiratory protection programs, ppe assessments, job hazard analysis, safety audit and inspection program implementation, and OSHA / Cal/OSHA regulations and requirements.Thorough knowledge of occupational safety principles, hazard recognition, control methods, and program implementation in a complex institutional setting. This includes a strong working knowledge of OSHA and Cal/OSHA regulations, campus environmental health and safety requirements, and applicable UC policies and procedures.Ability to establish performance metrics, evaluate program effectiveness, analyze trends, and use data to drive priorities and continuous improvement.Skill in organizing, prioritizing, and completing multiple projects within deadlines and available resources.Experience developing and delivering safety training, conducting inspections and audits, and preparing clear technical documentation and reports.\n \nSolid problem solving skills to deal and resolve matters arising for both simple and complex general public and occupational safety issues and concerns in the campus environment.
