Description

Position Description An ECEAP Family Support Specialist helps families in the Early Childhood Education and Assistance Program ECEAP by providing support resources and referrals. They work to build strong family relationships connect families with community services and facilitate parent engagement in the progr am. Duties and Responsibilities 1. Responsible for the social services referrals and parent engagement in the ECEAP program including outreach recruitment and the enrollment process. 2. Facilitation of parent engagement in the school activities including planning act ivities and volunteering in the classroom. 3. Assisting families in their efforts to improve the condition and quality of family life by setting achievable goals. 4. Connecting Families with communities and resources. 5. Developing and maintaining professional relationships with local community agencies. 6. Conduct family visits both in the home and at the center to provide goal setting assistance resource options and ongoing support to families. 7. Follow a year round r ecruitment plan designed to maintain a pool of eligible children on a wait list. 8. Understand and implement income verification process. 9. Facilitate the involvement of parents in all aspects of the program including the Policy Council. 10. Plan and carr y out training for families when necessary. 11. Keep accurate records including enrollment information family assessments referral and follow up. 12. Coordinate with all components to facilitate implementation of program goals. 13. Provide all families and staff updated information on community resources and how to use them. 14. Orient parents to their responsibilities and rights in ECEAP. 15. Encourage parents to participate in decisions concerning the content and direction of the program. 16. Attend in service training sessions and staff meetings as scheduled. 17. Participate in regular staffing and quarterly interdisciplinary review of each family. Developing and Implementing program policies and procedures. 19. Ensuring Compliance with WA State ECEAP Performance Standards and DCYF. 20. Supporting professional development and performance management for staff. 21. Leading quality improvement initiatives 22. Overseeing enrollment documentation and reporting for ECEAP Program. 23. Building and maintaining community partnerships. 24. Determine ECEAP program eligibility register and enroll children and inform families of comprehensive social services Health mental health nutrition disability education resources and referrals to ECEAP enrol led children. 25. Develop and oversee comprehensive and confidential hardcopy and electronic files for children and family documentation. 26. Prepare and submit monthly site reports assist with program planning and self -assessment and participate in the evaluation activities for the program. 27. Participate in all essential meetings and trainings for state and ECEAP program. 28. Other duties and responsibilities as assigned. Required Qualifications 1. AA in Health and Human Services with 2 years of exp erience in Human Service Program or serving low income families preferred. 2. BA in Early Childhood Education Health and Human Services or field plus 1 year experience in Human Service Program working with families. 3. MA in Human Services or MSW preferr ed. 4. Experience managing ECEAP or Head Start programs with WA State. 5. Knowledge of WA ECEAP Performance Standards. Knowledge of early childhood education and family support services including child development developmentally appropriate practices special services and referrals. 6. An understanding of WA State childcare licensing regulations. As well as Head Start & ECEAP performance standards policies and procedures. 7. Must be able to lift up to 50 pounds. 8. Allowable substitute Degree in other areas plus 2 years related experience and willingness to complete 3 college level courses specified by ECEAP in the first year of employment. 9. Submit initial health examination including screening for TB. 10. Obtain a First Aid and Infant Child CPR card within 90n days or prior to employment. Must renew prior to expiration. 11.
