JOB SUMMARY: Responsible for ensuring that all family and health/nutrition service tasks are effectively carried out for assigned Early Head Start programs serving children from birth to age three. Designs, implements, and monitors systems to ensure compliance with Head Start Performance Standards and all applicable federal and state regulations. Provides leadership, training, and technical assistance in child health and family services to both staff and parents. Ensures that recruitment and enrollment efforts are active and ongoing, and that each site maintains a current and accurate waitlist in accordance with program requirements.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Composes, revises, and implements all applicable sections of the integrated Policies and Procedures/Workplan in collaboration with all components. EHS Family Health Lead ensures compliance with the Head Start Performance Standards and all other relevant federal and state regulations.
  • Under the direction of the Services Manager, works as part of a team to directly support site staff in delivering high-quality, family-centered, and culturally responsive Early Head Start services to children and families.
  • Provides or coordinates training for site staff and parents in the areas of Family Services, ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance), and Health/Nutrition.
  • Assists and supports site staff in addressing attendance concerns and in developing and maintaining a site-specific plan for delivering effective, quality family and wellness services. Supports completion of family assessments and appropriate follow-up.
  • Assists staff in developing and maintaining a local plan of service for health, nutrition, dental screenings and services, and immunizations for enrolled children and families. Ensure treatment and follow-up as needed. Act as a liaison with health care providers to ensure timely and comprehensive delivery.
  • Collaborate with local Head Start and/or PFCE Manager to ensure that parents receive training on Parent Committee responsibilities, hold regular monthly meetings, and that the Parent Representative communicates pertinent information at the Head Start Policy Council meetings.
  • Establishes and maintains partnerships with relevant federal, state, regional, and community resources to support responsive and effective services for children and families. Keeps site staff informed of changes and updates in the fields of Family Services, pediatric health, and nutrition.
  • Completes written reports in a timely and accurate manner. Submits all required information to support ongoing program monitoring and reporting.
  • Partners with designated site staff to ensure families receive needed resources, referrals, and follow-up from appropriate agencies.
  • Collaborate with local clinics and regional health corporations to ensure Early Head Start children remain current on their EPSDT (Early and Periodic Screening, Diagnostic, and Treatment) schedules and have their health and nutrition needs met.
  • Reviews enrollment applications for completeness and eligibility, accepts children into the program in accordance with selection criteria, supports recruitment efforts, and ensures each site maintains a current and accurate waitlist.

OTHER RESPONSIBILITIES:

  • Develops Memorandums of Agreement (MOAs) as needed and ensures that Early Head Start responsibilities outlined in the agreements are fulfilled.
  • Participate in relevant training functions, including developing and leading workshops, and presenting and public speaking at training events or conferences.
  • Attend weekly staff meetings, regular supervisory sessions, and all required training.
  • Participates in the Health Advisory Committee, seeking input and advocating for high-quality, effective services for children and families.
  • Performs other duties as assigned.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time position. Days and hours of work are Monday through Friday, 8 am to 5 pm. Occasional evening and weekend work may be required as job duties demand.

TRAVEL:

Travel is primarily local during the business day, with travel to rural communities. This may

include transportation by small aircraft and alternative ground transportation.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

  • Must be at least 18 years of age.
  • Must successfully pass state and federal background checks, including fingerprint clearance.
  • Demonstrates a strong work ethic and reliable attendance.
  • Holds a BA degree in a field related to human or family services with at least two (2) years of relevant experience;

OR an AA degree in a related field with a minimum of three (3) years' experience;

OR five (5) years of equivalent qualifying experience in the field.

  • Proven ability to work independently with minimal supervision, demonstrating strong problem-solving and decision-making skills, while also functioning effectively as part of a team.
  • Experience in planning and administering services for children and families; ability to assess service quality and contribute to program development as a collaborative team member.
  • Demonstrated proficiency with computers, including intermediate-level skills in Microsoft Word, Excel, PowerPoint, Publisher, and Outlook. Able to create documents, reports, spreadsheets, training materials, and presentations, and enter data into complex database systems.
  • Must maintain strict confidentiality regarding participant information, in compliance with HIPAA and 42 CFR Part II regulations.
  • Must provide a TB screening and basic physical exam within thirty (30) days of hire, with follow-up every three (3) years at the employee's expense.
  • Must have reliable transportation to meet work schedule requirements.

PREFERRED EDUCATION AND EXPERIENCE:

  • BA/BS degree with at least two (2) years of professional experience coordinating long-distance services for clients in rural settings.
  • Knowledge of and experience with rural Alaskan lifestyles, demonstrating strong cultural competence in multicultural environments.
  • Familiarity with ChildPlus data management software.
  • Experience in delivering training to adults.
  • Knowledge of and experience with Head Start and Early Head Start programs.
  • Understanding of Early Head Start requirements related to home visiting, including family engagement, individualized services, and program compliance standards.
