SUMMARY DESCRIPTION

Under direction from an appropriate level manager or administrator, serves as a subject matter expert for all aspects of the District IT data network and primary point of contact for the Campus Network Systems Administrators for data network related collaboration; assures the effective planning, design, evaluation, modification and maintenance of data networks; and performs a variety of high-level and hands-on technical work on wide area data networks, including the design, engineering and operations of Internet and intranet servers.

DISTINGUISHING CHARACTERISTICS

Incumbents assigned to this class serve as the primary administrator and technical resource of the computer network systems in District IT and work collaboratively with Campus Network Administrators on District-wide network issues.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Administer the district-wide data networks including Internet and Intranet wide area networks and local area networks; configure access to District IT servers and maintain and monitor security; add new domains to the network using appropriate naming conventions.

Advise College Network Administrators on new software releases including network equipment and firewalls to ensure district-wide standards and security are maintained.

Maintain district-wide email content filters to mitigate email-based security threats.

Act as primary point of contact for the maintenance and monitoring of District IT datacenter power and cooling needs.

Monitor district-wide network operations using network management software; maintain district-wide networking infrastructure; monitor district-wide network traffic to identify problems, malfunctions, and network security threats.

Maintain anti-virus servers and ensure latest updates are applied; identify and eliminate virus threats.

Evaluate District Services and District-wide network systems and analyze requirements; develop plans and designs, prepare detailed technical operational specifications or requests for proposals, and prepare other documentation required for the purchase, development, and implementation of system enhancements.

Analyze technical problems in the operation of District Services and District-wide networks and network equipment; initiate appropriate corrective action.

Provide district-wide assistance in developing medium and long-range network plans; develop cost estimates; research and recommend alternatives regarding operational requirements and budgetary constraints; maintain current knowledge of new technologies for potential application to District and college systems.

Recommend data communications standards and cost-effective methods of data transmission; continually review current methods of data transmission; evaluate the use of new transmission technologies.

Interact and direct vendor service technicians and consultants in the installation and maintenance of data communications systems.

Create and maintain documentation of District-wide network topology diagrams, network facilities, including cabling, conduit, and equipment.

Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Administration of data networks (LAN/WAN) in a large, complex organization.

Applicable data and network standards and applications.

Server and desktop application software.

Operational characteristics of Windows and Linux operating systems.

Programming languages and web server software.

Principles of data back up and disaster recovery.

Principles and practices of basic data communication circuitry.

Equipment and materials currently available for new and revised data network installations.

Network server installation and maintenance techniques.

Use of tools and equipment required for installation, maintenance, and testing of data communication circuits and wiring.

Ability to:

Administer the District Services and District-wide local and wide area networks (LAN/WAN).

Work collaboratively to plan and organize large projects requiring the involvement of several departments.

Design or modify a variety of network and electronic systems and equipment.

Make system-programming changes to network equipment and systems.

Install or repair various computer components and network wiring.

Ensure optimum operation and efficiency of student and staff web-based services.

Evaluate existing network needs and requests and recommend system design modifications or equipment purchases.

Analyze technical problems accurately and recommend or take an effective course of action.

Work independently with minimal direct supervision.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Report to work on a regular and consistent basis, as scheduled, to assigned job.

EDUCATION AND EXPERIENCE GUIDELINES

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to a bachelor's degree from an accredited college or university with major course work in a technical field such as computer science or current certification in data communications or network technology.

Experience:

Four years of increasingly responsible technical work experience in network service operations as a network technician and/or data communications analyst.

WORKING ENVIRONMENT AND PHYSICAL DEMANDS

Work Environment: Work is performed primarily in a standard office setting. Duties are typically performed at a desk or computer terminal; subject to noise from office equipment operation; frequent interruptions and contact in person and on the telephone with academic and classified staff and others. At least minimal environmental controls are in place to ensure health and comfort.

Physical Demands: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.

Work schedule: Monday - Friday (8:00 AM - 5:00 PM)- Schedule and shift are subject to change in accordance with the departments needs.

This is an on-site position requiring regular in-person attendance at our District office. After successfully completing a six-month probationary period, there may be an opportunity for a hybrid work schedule, subject to performance and business needs.

Retiree Benefits:

Faculty (Full-Time)

Present medical, vision, and dental benefits for those retirees who were employed full-time by the District for ten (10) years immediately preceding the date of retirement and who have reached the age of fifty-five (55), and who meet the eligibility requirements described in the collective bargaining agreement, and for the dependents of eligible retirees, shall continue until the retiree reaches the age of Medicare eligibility. The retiree may be eligible for continued benefits after reaching the age of Medicare eligibility.

Staff (California School Employees Association ("CSEA"))

Effective July 1, 2008, to June 30, 2026, bargaining unit members who retire from the District and the California Public Employees Retirement System ("CalPERS")/California State Teachers' Retirement System ("CalSTRS") concurrently at sixty (60) years of age or older who have been employed by the District for at least ten (10) consecutive years, during which they were health benefit eligible under the terms of the collective bargaining agreement immediately prior to retirement, shall receive the same District contribution as provided active bargaining unit members under the collective bargaining agreement, toward health benefits specified under the collective bargaining agreement, excluding long term disability and life insurance, the legal assistance program and long term care insurance, until age sixty-five (65) or until the bargaining unit member becomes eligible for Medicare, whichever is sooner.

OR

Effective July 1, 2026, bargaining unit members will receive the District offered medical, vision, and dental benefits for those retirees who retire July 1, 2026, or thereafter, who were employed full-time by the District for ten (10) years immediately preceding the date of retirement and who have reached the age of fifty-five (55), and who meet the requirements described in the collective bargaining agreement. The retiree may be eligible for continued benefits after reaching the age of Medicare eligibility.

Management

Medical, dental, and vision benefits in effect in the District at the time of retirement of a management team member shall continue in effect upon the employees retirement for those employees who have been actively employed full-time and receiving full-time benefits by the District for ten (10) consecutive years immediately preceding the date of retirement and who concurrently retire from either CalSTRS and/or CalPERS. The retiree may be eligible for continued benefits after reaching the age of Medicare eligibility.
