Director, Payroll Taxes, Accounting & Deductions Finance

Roles & Responsibilities:

• Hires, trains and provide direction to the Managers and staff of Taxes & Payroll Accounting and Payroll Deductions & Pensions units. • Directs the timely withholdings and payments of Federal, State, local and Railroad taxes from all payrolls. • Ensures accuracy and timeliness of all tax filings and reporting: monthly, quarterly and annually to all tax jurisdictions. • Responsible for the research of legislative and jurisdictional tax updates; ensures NJ TRANSIT is in compliance. • Reviews and approves payroll interface to General Ledger for labor and accrual accounts. • Directs weekly payroll interface of financial data into the General Ledger. • Directs the preparation of General Ledger account balance reconciliations to ensure the proper accounting treatment of payroll transactions. • Interprets GAAP and Federal, State and local regulatory changes, and recommends course of action to ensure compliance. • Prepares responses to all inquiries and notices received from tax authorities. • Ensures compliance with Unclaimed Earnings and the Escheat regulations, and supports G/L check reconciliation of the Payroll account. • Coordinates Payroll response to internal and external audits. • Coordinates HR, Bus, Rail, PCS, Benefits testing of all tax and other system upgrades of the Payroll system. • Approves all Payroll Journal Entries for entry into General Ledger. • Ensures year-end reconciliation and production of employee W2 tax forms and jurisdictional filings. • Directs the timely and accurate withholding of all non-tax deductions: union dues, child support, garnishments, IRS levies, etc. • Approves payments and required reporting to third parties for benefit plans, and ensures accurate and timely payment to benefit providers. • Interacts with the Benefit Department to ensure coordination of benefit deduction/payment activities. • Prepares communication relating to tax and deductions to employees and external groups. • Administers the calculation of the monthly Pension payment for Retirees. • Directs the processing of all retirement tax exemptions and deductions. • Administers the Bank of NYs disbursement of the Pension Payroll and year-end reconciliation and 1099R processing. • Ensures all procedures are documented for the Payroll Tax and Accounting area. • Maintains and secures confidential employee information as required, and ensures excellent service to our customers. • Perform other duties and miscellaneous projects as requested by management.

Education, Experience & Qualifications:

A Bachelors Degree in Accounting, Finance, Business Administration or related field, or equivalent, and seven (7) years of applied progressive financial management experience. CPA and/or MBA desired. Must have five (5) years of Payroll management experience - with a minimum of three (3) years in Payroll Taxes, Accounting and/or Deductions; experience with agreement staff desired.

Knowledge & Skills:

• Knowledge and experience with computerized financial systems required. • Experience with Highline ePersonality HR/PR and Discoverer desired. • Must have excellent verbal and written communications skills.
