General Definition of Work

The Director of Web-based Applications and Systems, under minimal supervision, performs senior-level work with extensive decision-making discretion applying advanced subject matter knowledge and oversight of the district's website and related technology platforms. This position is responsible for ensuring technology solutions are effectively integrated into both instructional and operational environments. The Director of Web-based Applications and Systems performs advanced and supervisory work to carry out the Board of Education policies and procedures under the direction of the Executive Director of Educational Technology.

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned programs/staff in the district
  • Investigate, analyze, and formulate methods for handling special projects/reports
  • Oversee district-wide technology projects, ensuring alignment with strategic goals, on-time delivery, budget adherence, and quality assurance across platforms
  • Facilitate collaboration between the technology division and other departments related to technology needs for the content management systems, intranet, learning management systems (LMS), ticketing systems, etc.
  • Manage the technical architecture of district websites, including scripting, database design, user interface design, and multimedia integration such as artwork, text, video, and animations
  • Oversee the planning, development, and execution of web development strategies, ensuring the district's internet and intranet infrastructure supports educational and operational objectives
  • Partner with other divisions, such as Communications, to ensure district web content is accurate, timely, and aligned with the district's objectives
  • Collaborate to create web-appropriate content; integrate multimedia components and ensure consistency with district branding and graphic standards
  • Collect and interpret web analytics data, identifying opportunities to improve search engine optimization (SEO), user engagement, and web traffic
  • Develop and implement strategies to enhance the district's online presence and usability
  • Administer accounts and user permissions for web platforms
  • Ensure the maintenance and ownership of district internet domains while upholding compliance with state, federal, and local laws, software licenses, district policies, and ethical standards
  • Ensure security, privacy, and intellectual property laws are followed
  • Work cross-functionally with departments to ensure timely resolution of tickets, issues, and system challenges, providing clear communication and solutions
  • Oversee the development and maintenance of standard operational procedures, best practices and other relevant documentation
  • Participate in the development and administration of the department budget
  • Prepare project plans, status reports, presentations and other correspondence
  • Facilitate staff meetings and attend other related meetings as needed/required
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate in professional development workshops and leadership training

Knowledge, Skills, Abilities

  • Comprehensive knowledge and understanding of the principles, practices, and procedures of public-school system policies and technology programs
  • Comprehensive knowledge of hardware and software systems, including those used to develop and maintain internet and intranet websites, with specific expertise in web-based technology platforms such as our LMS and ITIL
  • Thorough knowledge of industry-standard project management frameworks (e.g., Agile, Scrum, Waterfall) and tools (e.g., Microsoft Project, Jira, Trello) to lead large-scale, cross-functional technology initiatives from inception to completion
  • Thorough knowledge of technical manuals and guides to assist with work processes
  • Skilled in identifying, assessing, and managing risks associated with technology projects, including the ability to develop and execute risk mitigation strategies
  • Skilled in HTML, scripting, graphics editing, database design, and user interface (UI) design; as well as, understanding web capabilities, limitations, service requirements, and associated costs
  • Skilled in integrating and optimizing enterprise technology platforms (e.g., internet, intranet, Canvas, ServiceNow) to support district-wide operational and educational needs
  • Skilled in software and hardware solutions supporting district-wide operations, including intranet/internet management, learning management systems (LMS), and service management platforms
  • Skilled in technology integration

Education and Experience

  • Bachelor's degree in communications, web design, multimedia, or related field required
  • Minimum of three (3) years' experience in program or project management required
  • Minimum of three (3) years supervisory experience preferred
  • Experience designing/developing web sites and social media integration preferred
  • Equivalent combination of education and experience

Special Requirements

  • Possess and maintain a valid driver's license or ability to provide own transportation
  • Travel to school district buildings and professional meetings
