Position Summary
Capital Area Transit System (CATS) is seeking an experienced Director of Transportation and Service Planning to provide senior leadership for fixed-route transportation operations, service planning, mobility programs, and transit asset coordination.
The Director is responsible for ensuring safe, reliable, efficient, accessible, and customer-focused transit service while aligning staffing, schedules, service design, and operating resources with Agency goals. This position leads managers and professional staff and works closely with executive leadership and other departments to improve service reliability, productivity, ridership, and customer experience.
Key Responsibilities
- Provide strategic leadership for transportation operations, service planning, and mobility programs.
- Maintain senior accountability for daily service delivery, including pull-out, route coverage, missed service, on-time performance, staffing, and service recovery.
- Oversee route planning, schedules, run cuts, service changes, operator work assignments, and service standards.
- Use ridership, productivity, service, and customer data to identify trends and drive operational improvements.
- Provide oversight of paratransit, microtransit, OnDemand, and other mobility programs.
- Monitor staffing, absenteeism, overtime, vacancies, supervisory coverage, and employee performance.
- Ensure compliance with Agency policies, collective bargaining requirements, ADA requirements, and performance standards.
- Lead and develop managers, supervisors, planners, dispatch personnel, and other assigned staff.
- Establish performance measures and corrective-action plans to improve accountability and service delivery.
- Collaborate with Maintenance, Safety, Customer Engagement, Human Resources, Finance, IT, and executive leadership.
- Represent the department in executive, public, community, and stakeholder meetings.
Qualifications
- Significant progressively responsible public transit experience, including senior management experience in fixed-route operations and/or service planning.
- Demonstrated experience leading managers, supervisors, planners, dispatch staff, and frontline transportation employees.
- Strong knowledge of transit operations, scheduling, service planning, labor relations, ADA requirements, customer service, and performance measurement.
- Strong analytical, leadership, communication, conflict-resolution, and project-management skills.
- Ability to use operational and ridership data to drive measurable service improvements.
- Bachelor's degree in transportation, public administration, business administration, planning, management, or related field preferred, or equivalent relevant experience.
