POSITION: Director of Transportation

IMMEDIATE SUPERVISOR: Superintendent

FLSA STATUS: Exempt

EMPLOYMENT TERM: 240

SALARY: In accordance with the Hancock County Schools salary schedule for professionals, commensurate with experience and degree level.

EVALUATION: Performance in this position will be evaluated annually by the Superintendent or her designee and in accordance with WV State Code § l SA-2-12, State Board Policy 5310.

JOB SUMMARY: Responsible for providing overall administration of Hancock County Schools Transportation Programs within the framework of federal and state regulations and budget limitations.

QUALIFICATIONS:

  • Valid WV Administrative Certificate.
  • Administrative experience required.
  • Minimum of three years of successful teaching experience.
  • Knowledge of organizational relationships associated with coordinating the responsibilities of the position to the needs of the school system.
  • Proficient in the use of WVEIS, Microsoft Office, Windows, and the internet
  • Knowledge of school law, state policy 4336 and federal education law and policy. Knowledge of the process for developing and implementing a Unified County/School Improvement Plan.

DUTIES AND RESPONSIBILITIES:

  • Acquire CDL licensing and take and pass the school bus driver training program within l calendar year.
  • Work with the central office staff and the schools to ensure that bus schedules are synthesized to produce results for the betterment of students.
  • Pursue state and federalgrants to assist with financingin the areas in which he/she has responsibility.
  • Attend board meetings when required.
  • Attends meetings, reviews reports, compiles statistics and preparesrecommendations as requested by the superintendent.
  • Directs and administers the county transportation program.
  • Develops and maintains liaison with state/federal transportation agencies.
  • Direct school transportationactivities properly and safely.
  • Knowledgeable of safety rules, traffic regulations, laws, and ordinancesgoverning the use and operations of school buses and other motor vehicles in West Virginia.I0. Possess a broad-based knowledge of Hancock Countyroads.
  • Participate in planning, assisting, assigning, and supervising the work activities of employees.
  • Coordinate and verify the certification of drivers and equipment.
  • Organize first aid classes, physicals, and certification tests.
  • Lead professional development for bus operators to be cognizant of the West Virginia School Bus Transportation Policy and Procedures Manual and provide an annual review of the manual to include such safety practices and procedures as pre-test and post-trip inspections.
  • Establish and implement a continuous improvement process for the transportation system and bus operator effectiveness and safety.
  • Direct and evaluate bus routes for the safest and most efficient transportation of students. Includes developing new plan for elementary and then secondary runs.
  • Investigate all accidents and make proper reports and follow-ups.
  • Attend all required meetings/conferences.
  • Be available for emergency situations.
  • Be present for morning and afternoon runs.
  • Inspect roads as needed (ie. flooding, winter weather conditions, emergencies).
  • Supervise any training or experience which would lead to successful employment as a school bus operator.
  • Supervise in the maintenance and repair of vehicles, buses, and other mechanical and mobile equipment.
  • Supervise bus operators, and mechanics.
  • Utilize technology and transportation software, such as FleetSoft.
  • Prepare and analyze transportation reports and records utilizing technology.
  • Utilize West Virginia Education InformationSystem (WVEIS) to assist the transportation program.
  • Communicate instructions both verbally and in writing to bus operators, and mechanics.
  • Promote good relationshipswith students, parents, bus operators, and other employees.
  • Promotes and works cooperatively with parents, students and school staff.
  • Establish a network of communication with drivers to inform them of changesregarding school transportation.
  • Develop and maintain good public relations and information services with the local Department of Highways, emergency services,news media, and the generalpublic
  • Demonstrate knowledge and understandingof business administration and practices including: budgeting, scheduling, inventory control,purchasing, bidding, and letter writing.
  • Supervise the monitoring, collection, signature, and delivery of time sheets to the appropriate department.
  • Assist school officials and bus operators concerning discipline cases occurring on buses and at stops, working with administrators to develop and implement bus safety programs in the school.
  • Work with administrators to provide transportation that facilitates appropriate instructional time.
  • Assist in providing guidance for transportation of students with disabilities including following vehicle and transportation requirements/needs, attending IEP meetings as needed, and following IEPs.
  • Assist the special education director in disseminating information on a need to know basis with bus operators.
  • Gather field and statistical information for the improvement of the transportation program and provide to the superintendent.
  • Recruit, interview, and assist in the recommendations of hiring prospective school bus operators and mechanics to the superintendent.
  • Provide guidance to the superintendent for the ordering of new buses and disposition of old buses.
  • Evaluate and advise superintendent on road conditions.
  • Performs such other tasks and assumes such other responsibilities as the superintendent may assign.
  • Needs to have a working knowledge of the FMCSA Drug and Alcohol Testing Policies and Requirements including utilization of the Drug and Alcohol Clearinghouse.
  • Evaluate transportation department personnel annually in accordance with WV State Code § l SA-2-12, State Board Policy 5310.
