The Director of Technical Solutions reports to the Vice President, Strategic Solutions and supports MIOS in developing practical, differentiated IT/Cyber solutions for high-priority federal opportunities. The Director works across business development, operations, and technical subject matter expert teams to translate customer needs into clear technical solution strategies that are feasible, competitive, and aligned with MIOS and Chenega business objectives. This role helps improve pursuit quality and probability of win by bringing structure to technical solution development, facilitating cross-functional collaboration, and ensuring proposed technical approaches reflect customer missions, organizational capabilities, delivery considerations, and competitive realities. The successful candidate will be an experienced leader with broad knowledge of the federal contracting environment and a demonstrated ability to guide teams from early opportunity shaping through technical solution development and review.

Responsibilities

  • Lead Technical Solutioning - Guide the development and maturation of technical solutions that align organizational capabilities with customer missions and differentiate priority pursuits.
  • Shape Pursuit Strategy - Collaborate with the Vice President, Strategic Solutions, business leaders, and growth teams to develop customer-focused pursuit strategies that improve win probability and proposal quality.
  • Support Organizational Growth - Serve as a trusted advisor to business development, operations, and subsidiary leadership, helping teams translate customer requirements into practical and compelling solutions.
  • Guide Cross-Functional Teams - Provide direction and mentorship to solution architects, subject matter experts to promote consistency and accountability throughout solution development.
  • Advance Growth Planning - Contribute technical, operational, and business perspectives to strategic plans, market priorities, capability roadmaps, and future growth objectives.
  • Assess Markets and Competitors - Monitor federal market conditions, customer priorities, emerging capabilities, and competitor strategies to identify risks, opportunities, and potential differentiators.
  • Align the Opportunity Pipeline - Participate in pipeline and gate reviews to ensure solution development begins early, receives appropriate resources, and progresses in accordance with established governance.
  • Lead Solution Reviews - Plan and facilitate solution development sessions, competitive assessments, and review activities to ensure proposed approaches are customer-centered, feasible, compliant, and compelling.
  • Support Strategic Growth Initiatives - Evaluate potential partnerships, joint ventures, acquisitions, and other strategic relationships that may strengthen capabilities or market position.
  • Measure and Improve Performance - Track relevant measures, including win rates, solution maturity, review findings, and lessons learned, and use the results to improve processes and outcomes.
  • Promote a Solution-Oriented Culture - Encourage collaboration, knowledge sharing, professional development, and repeatable practices that strengthen solution quality across the organization.
  • Model Effective Leadership - Build trust, communicate clearly, and promote accountability, efficiency, sound judgment, and alignment with Chenega's mission and values.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in engineering, information technology, Cyber Security or a related field is required. Additional relevant education, professional training, or experience may be substituted for the stated requirements.
  • Senior Program/Project Manager experience leading Agile/DevSecOps IT/engineering or Cyber related programs within the past 5 years.
    • Demonstrated experience leading cross-functional technical teams or major workstreams in a complex, deadline-driven environment.
    • Experience developing or shaping large integrated technical solutions that address customer mission, technical, operational, staffing, transition, and performance requirements.
    • Demonstrated experience leading or shaping integrated technology solutions involving two or more of the following:
    • Agile DevSecOps software modernization, Amazon Web Services (AWS) or Microsoft Azure cloud migration or deployment
    • Federal cybersecurity practices such as Zero Trust, Risk Management Framework (RMF)/National Institute of Standards and Technology (NIST) controls
    • Federal Risk and Authorization Management Program (FedRAMP), or system authorization.
    • Demonstrated ability to analyze complex technical information, make recommendations, and communicate decisions clearly to varied audiences.
  • Background check required

Knowledge, Skills and Abilities:

  • Ability to understand customer missions and translate requirements, challenges, and desired outcomes into practical solution strategies.
  • Working knowledge sufficient to guide solution development across modern software development and DevSecOps practices, AWS or Microsoft Azure cloud environments, and federal cybersecurity requirements.
  • Ability to evaluate solution alternatives and balance mission needs, technical feasibility, security, cost, schedule and delivery risk
  • Ability to lead solution-development workshops, build consensus, and influence technical, operational, and business stakeholders.
  • Strong judgment, organization, and written, verbal, presentation, and interpersonal communication skills.
  • Ability to travel up to 25% to support business requirements.
