As Director of Quality Control and Compliance, you will provide strategic oversight of quality assurance, monitoring, and regulatory compliance for the Housing Choice Voucher Program, ensuring services meet federal, state, and local requirements. You will evaluate program performance, strengthen internal controls, and guide program leadership and staff in maintaining high standards of accountability and program integrity. Working collaboratively across program operations, you will lead continuous improvement efforts that enhance efficiency, compliance, and the quality of service delivery.
Responsibilities
- Lead execution of Annual Plan goals and objectives while managing program activities within the approved budget
- Provide strategic leadership and operational oversight to Quality Control, Subsidy Services, Waitlist, and Eligibility teams, ensuring efficient service delivery, compliance, and strong performance
- Develop and continuously enhance procedures, quality control measures, and monitoring systems to ensure compliance with federal, state, and local Housing Choice Voucher Program requirements
- Oversee key program operations, including subsidy payments, landlord relations, applicant eligibility, waitlist administration, and resolution of escalated issues
- Analyze program and operational data to identify trends, evaluate performance, mitigate risks, and support informed decision-making
- Coach, train, and provide performance feedback to staff while fostering professional development and strengthening team capabilities
- Monitor regulatory changes and communicate updated requirements and guidance to staff in a timely and effective manner
- Prepare and present reports, analyses, and performance updates for organizational leadership and key stakeholders
- Serve as the primary contact for escalated inquiries from elected officials, external partners, and customers, coordinating appropriate responses and resolutions
- Develop and maintain strong relationships with municipalities, property owners and managers, real estate professionals, and community partners
- Promote a positive and collaborative work environment through clear communication, accountability, and effective conflict resolution
- Maintain current knowledge of Housing Choice Voucher Program regulations, practices, and emerging trends to support effective program administration
- Work outside of standard business hours as needed to meet program deadlines and organizational priorities
Qualifications
- 5+ years of experience in program administration, program management, or a related field such as public administration, business administration, health administration, real estate development, or affordable housing
- Proficiency with digital applications, databases, and customer or case management systems
- Strong analytical, critical thinking, and decision-making skills, with the ability to assess risks and develop effective improvement strategies
- Demonstrated commitment to providing high-quality customer service
- Ability to work effectively in a fast-paced, collaborative environment while managing multiple priorities and deadlines
- Bilingual proficiency preferred
Compensation
- Salary: $95,000 - $105,000
