POSITION DESCRIPTION:
The Director of Pupil Services shall have district-wide responsibility for development, direction, coordination and evaluation of programs included in the student services department. Such programs and services included in the student services department include special education, psychological services, McKinney-Vento support services, alternative education and district assessment related to students with disabilities.
Administrative responsibilities include planning, developing, coordinating and managing student services programs, services and personnel, and ensuring compliance with state and federal regulations governing the delivery of services to students with disabilities.
CANDIDATE PREFERRED QUALIFICATIONS:
Master's degree in education
Wisconsin Director of Special Education and Pupil Services License (5080)
At least 6 years of experience in teaching and/or supervision in one or more areas of special education/pupil services

PERFORMANCE RESPONSIBILITIES: (A complete job description can be found on the district website)
Provides direction for and ensures compliance with the Individuals with Disabilities Education Act (IDEA), the Free and Appropriate Education (FAPE) requirement, the Americans with Disabilities Act of 2009 (ADA), the Federal Rights and Privacy Act of 1974 (FERPA), and Health Insurance Portability and Accountability Act of 1996 (HIPAA) as it relates to students.
Oversee and lead the development and implementation of a program of instruction which will meet both the group and individual needs of all special education students. This includes assisting with policy development, establishing written procedures, supervising program compliance, maintaining related student records and investigating and resolving complaints.
Develop, implement and evaluate special education programs in accordance with Wisconsin state laws and regulations.
Coordinate and oversee the district's Individualized Educational Program (IEP) process
Ensure IEPs are conducted in a manner compliant with state requirements
Complete all special education report forms and district plans as required by the Department of Public Instruction (DPI)
Develop and articulate to all teaching staff the processes for successful inclusion of special education students within regular education classrooms, as required by state law
Monitors the district's efforts to comply with federal requirements related to Maintenance of Effort and Time and Effort
Works with parents of special education children to assist them in understanding and fulfilling their role and responsibility in the education of their child
Receive, investigate, mediate and process complaints under the IDEA and Section 504 of the Rehabilitation Act of 1973
Provide budget preparation, implementation and fiscal accountability for Special Education
