    School of Veterinary Medicine
    The Director of Outcomes and Assessment provides leadership within the Office of Academic Affairs for the design, implementation, and continuous improvement of the SVM's programmatic outcomes assessment system. Working closely with the Associate Dean for Academic and Faculty Affairs, curriculum leadership, and faculty, the Director develops and executes the school's overall assessment strategy with an emphasis on student learning outcomes, competency progression, and evidence-based curricular improvement. The Director oversees the collection, management, analysis, and reporting of student and programmatic data; ensures assessment practices satisfy AVMA COE accreditation standards; and translates assessment evidence into actionable recommendations for faculty and administration. This is a full-time, exempt level position.

    This position is central to the school's accreditation readiness and ongoing compliance, including support for the self-study and the AVMA COE Standards of Accreditation — most directly Standard 11 (Outcomes Assessment).

    About UMES and the School of Veterinary Medicine
    The University of Maryland Eastern Shore is an 1890 land-grant, historically Black institution and part of the University System of Maryland. Its School of Veterinary Medicine is being established as the first veterinary school in Maryland and the first at a public HBCU. The SVM offers an accelerated, three-year Doctor of Veterinary Medicine (DVM) program built on a competency-based, systems-integrated curriculum and a One Health philosophy, preparing day-one-ready veterinarians for companion-animal, food-animal and rural, equine, public health, biomedical research, and food-safety careers. The program is designed to graduate approximately 100 students per year and is advancing through accreditation with the American Veterinary Medical Association Council on Education (AVMA COE).

    Because the SVM is a developing program, this role offers an unusual opportunity to design an outcomes and assessment infrastructure from the ground up rather than inherit an existing one.

    Salary: $78,500 - $110,000

    Essential Duties & Responsibilities:
    Programmatic Outcomes-Assessment Strategy and Oversight
    • Design, build, and implement a comprehensive, sustainable outcomes-
    assessment program spanning the pre-clinical and clinical phases of the
    DVM curriculum.
    • Establish and maintain the school's assessment framework, mapping
    course- and program-level learning outcomes to the AAVMC Competency-
    Based Veterinary Education (CBVE) model and to
    the SVM's program competencies and milestones.
    • Develop, validate, and maintain evaluation instruments, rubrics, surveys,
    and key performance indicators to measure learning outcomes,
    competency attainment, curricular effectiveness, and teaching quality.
    • Define benchmarks and thresholds for student progression and program-
    level outcomes (e.g., NAVLE performance, licensure, completion, and
    graduate/employer outcomes) and monitor performance against them.

    Accreditation, Compliance, and Reporting
    • Lead the outcomes-assessment components of AVMA COE accreditation,
    including self-study preparation, site-visit readiness, interim reports, and
    ongoing demonstration of compliance with the COE Standards of
    Accreditation.
    • Compile, prepare, and submit accurate, timely reports and documentation
    for internal governance, university and University System of Maryland
    requirements, and external accrediting and regulatory bodies.
    • Ensure assessment data, methods, and outcomes are documented and
    defensible, and that they meet accreditation expectations for continuous
    quality improvement.
    • Serve as a resource to school leadership on assessment-related standards,
    best practices, and emerging requirements in veterinary and health-
    professions education.

    Data Management, Analysis, and Interpretation
    • Oversee the collection, integrity, security, and management of student and
    programmatic assessment data across relevant platforms and learning-
    management/assessment systems.
    • Conduct quantitative and qualitative analyses to inform program review,
    curricular decisions, and student progression, and present findings in clear,
    usable formats for faculty and administrators.
    • Identify trends, gaps, and opportunities in student performance and
    curricular delivery, and provide regular feedback and evidence-based
    recommendations to the college.

    Curricular Improvement and Faculty Support
    • Partner with course and curriculum leaders to align assessments with
    intended outcomes, support cross-course integration, and close the loop
    between assessment findings and curricular change.
    • Consult with and support faculty on assessment design, writing
    measurable learning outcomes, rubric development, and the appropriate
    use of formative and summative assessment.
    • Contribute to the design and evaluation of programmatic and educational
    effectiveness initiatives, and support scholarship in veterinary/medical
    education where appropriate. Service and Other Duties
    • Participate in relevant SVM and university committees (e.g., curriculum,
    assessment, academic standards).
    • Provide input into the assessment unit's budget and resource planning.
    • Perform other duties as assigned in support of the school's mission.

    Physical Demands:
    • May require extended periods of standing, bending, stooping, sitting at
    desk.
    • May require lifting.
    • Requires communication with a variety of constituents externally and
    internally.
    • Requires operation of a variety of office equipment.

    Preferences:
    • Direct experience supporting programmatic accreditation, particularly with
    the AVMA COE Standards, or with comparable health-professions
    accreditors (e.g., LCME, ACPE, CEPH).
    • Familiarity with the AAVMC Competency-Based Veterinary Education
    (CBVE) framework or other competency frameworks.
    • Experience standing up assessment systems for a new or developing
    academic program.
    • Proficiency with assessment/data platforms, learning-management
    systems, and statistical or visualization software.
    • Record of scholarship or professional engagement in educational
    assessment or health professions education.
    • Experience working in a land-grant, HBCU, or mission-driven institution
    serving diverse and rural communities.

    Minimum Qualifications

    Education: Earned doctorate (PhD, EdD, DVM, or equivalent) in educational research and evaluation, assessment, measurement, curriculum and instruction, veterinary/medical education, or a closely related field. (A master's degree with substantial, directly relevant assessment experience may be considered in lieu of a doctorate.)

    Experience: A minimum of three years of related professional experience in outcomes assessment, program evaluation, institutional effectiveness, or educational measurement, preferably in a health professions or graduate/professional education setting. Demonstrated knowledge of assessment theory and methods, learning-outcomes development, and competency- based education. Experience with quantitative and qualitative data analysis and with translating data into actionable reports for varied audiences.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Ability to design and manage a full assessment cycle — from outcome definition through data collection, analysis, reporting, and curricular action.
    Strong organizational and project-management skills, with the ability to manage multiple deadlines in a fast-moving, start-up program environment.
    Sound judgment in handling confidential student and institutional data with integrity.
    Collaborative, service-oriented approach and comfort working in an emerging, evolving organizational structure.
    Commitment to the SVM's mission, including its One Health approach and its goal of expanding access and diversity in the veterinary profession.
