OmniTrans Seeks an Experienced Executive to Serve as Director of Maintenance

Job Title:       Director of Maintenance

Description:  The Director of Maintenance, provides oversight, direction, and support of the overall maintenance activities of the Maintenance Department, which includes development of policies and procedures, programs and initiatives to ensure cost effective and efficient management of Agency fleet, including Compressed Natural Gas (CNG), fuel cell electric and battery electric vehicles, as well as all facilities and equipment, and capital projects, ensuring full compliance with safety and transit industry regulations. 

Established in 1976 through a joint powers agreement, OmniTrans carries approximately 11 million passengers each year throughout its 480-square mile service area, covering 15 cities and portions of the unincorporated areas of San Bernardino County.  Major destinations within the OmniTrans service area include transportation centers, medical centers, education facilities, shopping malls, business parks, and community centers.

Salary Range:  $140,740 – $211,109 

Why OmniTrans:  The San Bernardino Valley owes its existence to the convergence of several mountain ranges that feed into the Santa Ana River basin.  This basin ultimately channels water to the Pacific Ocean via Riverside and Orange County.  The valley connects several open space natural areas, mountains, and valley vistas.  Many people travel through the valley for a varietyof outdoor mountain sports, including skiing, hiking, biking and ballooning – in the mountain resorts of Crestline, Lake Arrowhead, and Big Bear.

The San Bernardino Valley will experience growing traffic congestion and one million more people by 2030.  Omnitrans is improving mobility in the Valley through local and express bus service, with an enhanced, state-of-the-art bus rapid transit system.  The West Valley Connector Corridor is the next segment of this system providing connections to major job, recreation, education centers. 

Omnitrans provides mobility services to over 1.5 million residents within the service area on 26 local and express bus routes, with 268 alternatively fueled buses ad demand response vehicles.

Duties and Responsibilities:

  • Manages the operation and staff engaged in the repair, overhaul and maintenance of gasoline, battery electric, fuel cell electric and compressed natural gas (CNG) powered vehicles and equipment; interior and exterior cleaning of buses; maintenance and repair of Agency facilities and equipment, capital projects and centralized procurement of buses, goods and services. Assigns work, evaluates work products and meets with staff to identify and resolve problems. 
  • ManagesMaintenance Managers, Technical Services Manager, Capital Projects Services Manager, Facility Manager, Senior Fleet Analyst, and Sr. Administration Assistant.Isresponsiblefortheoveralldirection,coordination,andevaluationoftheseunits. Carriesoutsupervisoryresponsibilitiesinaccordancewiththeorganization’s policiesandapplicablelaws.Responsibilitiesincludeinterviewing,hiring,andtrainingemployees;planning,assigning,anddirectingwork;appraisingperformance;rewardinganddiscipliningemployees;addressingcomplaintsandresolvingproblems.

  • Develops, reviews and approves policies and procedures for facility repairs, vehicle repairs, cleaning, servicing, and related operational activities i.e., responsible for meeting safety requirements, operational efficiency, performance standards and financial and managerial objectives.

  • Oversees Transit Asset Management (TAM) Plan by establishing assets, and through the preparation of work orders, preventative maintenance plans, requisitions and the ordering of parts, materials, and supplies.

  • Monitors and evaluates service delivery methods and standard operating procedures to improve the efficiency and effectiveness of the transit vehicle cleaning program and preventive maintenance schedule of vehicles and equipment.

  • Develops the maintenance operating and capital annual budgets, which includes determining staffing levels and materials needed. Analyzes the departments monthly expenses and implements cost saving measures to meet Agency goals. Manages and coordinates multiple projects and their established budgets concurrently while ensuring costs are controlled and contractual requirements are met.

  • Develops technicalspecificationsforvehicles,parts,equipment,facilities,andothermaterialsandsupplies.

  • Acts as subject matter expert on transit facilities and fueling system technologies for compressed natural gas, hydrogen gas, or other emerging fuel technology, and station fuel delivery systems. Recommends, researches, and advises on enhancements to transit-related equipment such as bus wash equipment, vehicle hoists, and fuel management systems.

  • Recommends alternative approaches and/or solutions regarding facilities personnel and equipment issues. Ensures recommendations are implemented and prove cost efficiency while maintaining quality and quantity standards.

  • Provides guidance, coaching, mentoring, training, and oversight for assigned employees through and including managerial staff.

  • Developsandmonitorsoverallsafetyprogramforvehiclesanddevelopsthesafetyprogramandfacilitiesprogram. Ensures that maintenance operations are conducted in a safe and efficient manner and in compliance with the specifications and regulations of the Federal Transit Administration and other regulatory and governing agencies.

  • Participates in employee and labor relations activities; conducts grievance hearings for bargaining-unit employees and makes decisions on disciplinary or other appropriate personnel actions. Interprets and applies the provisions of the labor contract as they pertain to the department. Participatesinthe negotiation of the labor contract.

  • Contributes to the Executive Team in the areas of strategic planning, setting priorities, budgeting, safety, service quality and labor relations.

     

Requirements:  Bachelor’sdegree(B.S.)oranequivalentfromafour-yearcollege in Public Administration, Business Administration, Transportation Management, related field ortechnicalschool; seven (7)or more yearsof progressively related experienceand/ortraining;oranequivalentcombinationofeducationandexperience.
