Position Overview
A public-sector organization in Texas is seeking an accomplished Director of Information Technology to provide executive leadership for its enterprise technology organization.
The Director will lead technology operations, services, strategy, resources, and workforce while ensuring technology is reliable, secure, resilient, cost-effective, and aligned with organizational priorities.
This executive will oversee a broad technology portfolio encompassing enterprise applications and data, cybersecurity, infrastructure and cloud services, workplace technology, mission-critical systems, technology strategy, governance, portfolio management, and vendor relationships.
A major priority will be continuing the organization's transition toward a service-based technology operating model while building strong relationships with executive leadership and departments throughout the organization.
Key Responsibilities
  • Provide executive leadership and accountability for the Information Technology organization and enterprise technology service model.
  • Develop and execute technology strategies, standards, roadmaps, budgets, and service plans aligned with organizational priorities.
  • Establish service-centered technology functions with clear ownership, responsibilities, documentation, performance measures, and backup coverage.
  • Lead, develop, and mentor management, professional, technical, and support staff.
  • Evaluate organizational capabilities and address workforce needs through hiring, coaching, training, succession planning, cross-training, and strategic use of external partners.
  • Establish effective IT service management practices across incidents, requests, problems, changes, service levels, knowledge, assets, and continuous improvement.
  • Establish and maintain enterprise technology governance and project prioritization processes.
  • Develop and manage a multiyear technology portfolio and roadmap balancing strategic initiatives, operational demands, cybersecurity, technical debt, lifecycle requirements, staffing capacity, and financial resources.
  • Provide leadership across applications, data, reporting, integration, automation, artificial intelligence, GIS, and digital services.
  • Oversee networks, connectivity, cloud services, infrastructure, identity, collaboration platforms, endpoints, and workplace technologies.
  • Ensure reliable support of mission-critical systems serving public safety, emergency communications, utilities, operational technology, transportation, and other essential functions.
  • Provide executive oversight of cybersecurity, technology risk, incident response, disaster recovery, business continuity, access control, and applicable regulatory requirements.
  • Ensure appropriate compliance within environments subject to CJIS and comparable security requirements.
  • Manage technology vendors, contracts, managed services, licensing, renewals, service levels, deliverables, and knowledge transfer.
  • Develop and administer the IT department budget and multiyear technology investment plan.
  • Establish policies, controls, procedures, documentation, inventories, and knowledge-transfer practices that improve organizational continuity.
  • Lead implementation of an established technology transformation roadmap while maintaining reliable day-to-day operations.
Qualifications
  • 10+ years of progressively responsible leadership experience in information technology, including managerial and supervisory responsibility and significant ownership of enterprise technology operations.
  • Demonstrated experience leading multiple technology disciplines, budgets, vendors, services, and organizational change.
  • Broad knowledge of infrastructure, networks, cloud, identity, cybersecurity, enterprise applications, data, integration, automation, service management, governance, enterprise architecture, portfolio/project management, and lifecycle planning.
  • Experience providing executive or operational oversight within regulated technology environments, public safety, critical infrastructure, or comparable security/compliance environments is highly preferred.
  • Municipal government, public sector, utility, critical infrastructure, public safety, or comparable 24/7 operational experience is preferred.
  • Demonstrated ability to lead organizational transformation and develop high-performing technology teams.
  • Strong executive communication skills with the ability to communicate complex technology risks, investments, priorities, and decisions to both technical and nontechnical stakeholders.
  • Bachelor's degree required. Business, Management, Computer Science, Information Technology, Information Systems, Engineering, Public Administration, or related disciplines preferred.
  • Master's degree and/or certifications such as ITIL, PMP, CGCIO, CISSP, CISM, CRISC, or COBIT are desirable.
