IEM is looking for a Full Time- Director of Individual Assistance, in this role you will provide enterprise-level leadership for disaster recovery programs supporting survivors and households. This role integrates business development, client engagement, and large-scale program management to deliver compliant, high-performing IA operations. The Director ensures alignment across strategy, operations, and regulatory requirements while leading cross-functional teams and complex stakeholder environments. By combining executive leadership with deep knowledge of IA program delivery, the role drives effective housing recovery outcomes and client satisfaction. Success is defined by program performance, compliance integrity, and sustainable business growth.

Primary Location:

  • Live anywhere in the United States- Mainland or Puerto Rico.
  • Work will be in the field, in an office environment, and from a home/personal office location and will depend on the needs of the project.

Travel Requirements:

  • Once hired you will travel across the United States- Mainland or Puerto Rico to client sites as needed.
  • Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.

Essential Functions:

  • Provide enterprise-level leadership across IA programs or portfolios while driving business development, capture strategy, and proposal efforts.
  • Lead large, cross-functional teams and foster a high-performance leadership culture across IA operations.
  • Serve as senior executive liaison to government clients, funding agencies, and key stakeholders, leading overall client engagement and representation.
  • Establish and execute operational strategies, ensuring alignment with federal, state, and client requirements and scalable delivery models.
  • Oversee program governance, performance management, financial oversight (budgeting/forecasting), and quality assurance frameworks.
  • Direct risk management, compliance (FEMA, HUD, regulatory), and resolution of complex, high-risk program and policy issues.
  • Drive stakeholder coordination, policy interpretation, and continuous improvement to enhance program delivery, efficiency, and outcomes.

Minimum Qualifications:

  • Experience: Ten (10) years of experience in individual assistance, emergency management, disaster recovery, or federally funded assistance programs.
  • Leadership: Five (5) years of experience in a leadership position, leading staff responsible for FEMA recovery programs.
  • Demonstrated ability to work in a highly collaborative environment in professional services.
  • Experience leading multi-discipline delivery teams for local, state, and federal clients.
  • Willingness to travel approximately 50% depending on role and project needs.

Preferred Qualifications:

  • Bachelor Degree (or higher) within a relevant field such as emergency management, disaster recovery, engineering, construction, accounting, business administration, or public administration.
  • Professional licenses / certifications: Certified Emergency Manager, Project Management Professional, Professional Engineer, Registered Architect, etc.
  • Experience in an emergency management consulting environment, with a demonstrated history of client engagements and driving business growth in response services.

Additional Location and Travel Information:

  • Office Locations: Office locations are often either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work on that project.
  • Personal Office / At Home Locations: All personal office / in-home work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purpose of maintaining the Internet connection, if needed.
  • Situational Awareness: During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes, debris and other potential exposures.
  • Physical Requirements: Site assessments may require extensive walking and standing for long periods of time; working in small spaces, tunnels and ditches; climbing ladders.
