Position Summary

The Director for Human Resources plans, leads, directs, develops, and coordinates Northern New Mexico College's (NNMC) policies, procedures, processes, and activities for the Human Resource (HR) department, ensuring legal compliance and implementation of the college''s mission. This position is responsible for functions including, but not limited, to policies and procedures, recruitment and selection, job descriptions, employment contracts, personnel records, classification and compensation, benefits, payroll, leave, employee and labor relations, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, occupational health and safety, and training and development. This position serves as the institution's Equal Employment Officer. The incumbent supervises human resources staff. This position reports to the President.

Duties & Responsibilities

  • Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
  • Administer or oversee the administration of human resource programs, including but not limited to, policies and procedures, recruitment and selection, job descriptions, employment contracts, personnel records, classification and compensation, benefits, leave, payroll, employee and labor relations, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, occupational health and safety, and training and development. Identify staffing and recruiting needs. Develop and execute best practices for hiring and talent management.
  • Responsible for overseeing the college's employee recruitment and selection process to ensure compliance with established policies and with state and federal laws. Responsibilities include, but are not limited to, assisting departments and/or screening committees on proper interviewing and screening procedures; reviewing final submission for hire to ensure that applicants meet the minimum requirements and required document submissions. Ensure that all files and records regarding the recruitment and selection process are maintained.
  • Review and assist departments in the preparation of job descriptions and maintain such files.
  • Serve as a subject matter expert utilizing the human resource information system.
  • Conduct research and analysis of organizational trends, including review of reports and metrics from the organization's human resource information system and/or talent management system.
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommend best practices; review and modify policies and practices to maintain compliance.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management and employees.
  • Identify training needs, plan, develop, and deliver formal training to college management and/or employees on a variety of labor relations, employee relations, and associated topics.
  • Interpret and provide advice and guidance regarding the terms of the college's collective bargaining agreements to ensure college-wide administrative compliance.
  • Participate in labor negotiations during the collective bargaining process; help develop and implement collective bargaining parameters, guidelines, and procedures on behalf of the college.
  • Develop and maintain employee relations databases and tracking systems; collect and analyze employee relations data, and prepare periodic and ad-hoc reports.
  • Supervise personnel, and provide recommendations for hiring, firing, managing performance evaluations, training, work allocation, and problem resolution in compliance with all applicable laws and regulations.
  • Review, maintain, and recommend revisions to the Faculty Handbook, Staff Handbook, Branch College Handbook, and collective bargaining agreements.
  • Responsible for monitoring all hiring, promotions, demotions, and terminations to determine Assist employees on personnel matters.
  • Assist employees on personnel matters.
  • Advise management on personnel matters.
  • Responsible for all complaints filed with either state or federal agencies.
  • Responsible for reviewing with legal counsel all personnel matters of concern as it relates to human resources.
  • Review all personnel matters before being submitted to the President or designee for action or approval signature.
  • Responsible for the Human Resources budget.
  • Maintain and protect the official personnel records for employees.
  • Responsible for reviewing and submitting recommendations to leadership on all classification and reorganization requests.
  • Working with the Department of Labor on unemployment compensation applications.
  • Implement and chair a Human Resource Process Improvement Team.
  • Contribute to the overall success of the college by performing related duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE

  • Bachelor's degree in Human Resources, Business Management, or related field from an accredited institution.
  • Five years of experience related to the duties and responsibilities required. A portion of the required experience must include management, supervisory, and/or specialized experience.

PREFERRED EDUCATION AND EXPERIENCE

  • Master's degree in Human Resources, Business Management, or related field from an accredited institution.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR
  • Experience working as an HR professional in higher education.

  • Knowledge of compensation and benefits.
  • Knowledge and commitment to principles and processes for providing excellent customer and personnel services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and conflict management.
  • Ability to multitask.
  • Strong critical thinking skills using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
