Education – Bachelor’s Degree in Health Information Management, Health Information Administration, Healthcare Administration, Business Administration, or a related field preferred.
Experience – Minimum of five (5) years of related Health Information Management experience, including two (2) years of supervisory or management experience. Equivalent education and experience may be considered.
Licenses & Certification -RHIA preferred; RHIT may be considered. Additional HIM, coding, privacy, or compliance certifications preferred. Incumbent must be insurable and valid Oklahoma Driver’s License is required.
Knowledge & Skills –
Knowledge of Health Information Management practices in ambulatory, outpatient, and inpatient healthcare settings.
Knowledge of HIPAA, Privacy Act, CMS, medical record, Release of Information, and confidentiality requirements.
Knowledge of ICD-10-CM, CPT, HCPCS, coding, documentation, and revenue cycle processes.
Knowledge of electronic health records, health information systems, data integrity, and reporting.
Knowledge of budgeting, financial management, project management, and program development.
Strong leadership, supervisory, analytical, organizational, and problem-solving skills.
Ability to develop and implement policies, procedures, and quality improvement initiatives.
Ability to communicate effectively with patients, providers, MCNDH staff, leadership, regulatory agencies, and the general public.
Ability to maintain confidentiality and manage multiple priorities effectively.
Proficiency with Microsoft Office and applicable electronic health record systems.
Under executive direction, the Director of Health Information Management provides overall leadership and administration of Health Information Management services throughout MCNDH. The Director is responsible for department operations, compliance, medical record integrity, Release of Information, coding, and documentation oversight, quality improvement, data management, budgeting, staff development, and regulatory readiness.
The Director provides leadership and direction to the HIM Supervisors and HIM staff and collaborates with clinical, administrative, financial, compliance, and information technology departments to ensure health information is accurate, secure, accessible, and managed in accordance with applicable laws, regulations, and MCNDH policies. This is an exempt position as applicable to the provisions of the FLSA.
Work is performed in healthcare office settings. Occasional travel between MCNDH facilities may be required. The incumbent must maintain confidentiality and follow appropriate safety precautions. Occasional work outside normal business hours may be required.
Work primarily consists of office activities, including prolonged sitting, computer use, reviewing records, and attending meetings. Regular walking throughout healthcare facilities and occasional bending, lifting, stooping, and handling of records or office materials may be required.
Satisfactory job performance will be determined by successful execution of the following:
Provides leadership, direction, and oversight of MCNDH Health Information Management operations.
Provides supervision and guidance to the HIM Supervisor and HIM staff and ensures appropriate staffing, training, and performance management.
Ensures medical records are complete, accurate, properly authenticated, maintained, and available to authorized users.
Oversees Release of Information, record retention, scanning, indexing, record completion, and other HIM processes.
Ensures compliance with HIPAA, Privacy Act, CMS, and applicable federal, state, Tribal, and regulatory requirements.
Develops, reviews, and maintains HIM policies, procedures, and compliance processes.
Oversees documentation processes and collaborates with providers and Revenue Cycle to support accurate coding and reimbursement.
Coordinates internal and external audits, regulatory reviews, and accreditation activities related to Health Information Management.
Develops and monitors departmental quality, productivity, compliance, and performance measures and implements improvement initiatives as needed.
Develops and manages the departmental budget and oversees appropriate use of resources, equipment, technology, and contracted services.
Provides reports, data analysis, and recommendations to MCNDH leadership regarding HIM operations and performance.
Collaborates with medical staff, clinical departments, Information Technology, Compliance, Finance, Revenue Cycle, and other departments to resolve health information issues and improve processes.
Provides education and training regarding health information management, privacy, documentation, and applicable regulations.
Maintains professional competency, required certifications, and continuing education.
Maintains confidentiality and exercises sound judgment in handling protected health information.
Regular attendance is required.
