Job Description

Central Carolina Community College is committed to being an employer of choice, grounded in excellence, integrity, respect, collaboration, innovation, and leadership. We provide a supportive, growth-focused workplace where professionals can thrive while helping students access first-class educational and workforce opportunities. Join us in shaping futures, strengthening our region, and contributing to a mission-driven culture rooted in service and opportunity.

The Director of Grants Performance serves as the college's lead grant compliance officer, providing centralized oversight of the technical, fiscal, and operational requirements of federal, state, local, and private grants. The Director establishes consistent reporting workflows, monitors budgets and performance, trains project directors, and coordinates internal reviews and external audit responses. Working with project directors, the Business Office, the CCCC Foundation, and other college departments, the Director supports a decentralized model in which project directors manage day-to-day implementation and share accountability for compliance. The Director also serves as the lead administrator for assigned grants and ensures that institutional systems and records support accurate reporting, responsible spending, and timely closeout.

  • This position may be eligible for majority remote work on the condition the employee resides in the state of North Carolina. This position will have an expected presence for on-campus grant audits and at certain required in-person college events/activities throughout the year.
  • This position may have occasional travel between campuses and for training. Occasional after hours may be required.

Essential Duties

Collegewide Grant Compliance and Post Award Oversight

  • Serve as the college's primary technical resource on grant compliance; interpret and apply Uniform Guidance (2 CFR Part 200), agency regulations, award terms, and applicable college policies.
  • Establish consistent collegewide procedures, internal controls, and responsibilities for award startup, implementation, monitoring, modification, reporting, and closeout.
  • Coordinate oversight across independently managed grant programs; review performance and compliance with project directors while directly administering assigned grants.
  • Review grant-funded activities and supporting records for compliance, including cost allowability, procurement, personnel costs, cost sharing, equipment, and subrecipient requirements, as applicable.
  • Identify compliance concerns, document corrective actions, monitor resolution, and promptly elevate significant risks to appropriate college leadership.
  • Coordinate required approvals for budget revisions, scope changes, extensions, and other award modifications; maintain supporting documentation.

Budget Management and Financial Coordination

  • Work with project directors, the Business Office, and the CCCC Foundation to establish award budgets, account structures, spending plans, and financial tracking consistent with approved awards.
  • Review expenditures, commitments, available balances, and spending projections throughout each award period; identify underspending and potential overruns and coordinate timely adjustments within approved budgets and award requirements.
  • Reconcile grant tracking records with Ellucian Colleague and other applicable institutional and Foundation financial records; work with fiscal staff to investigate and resolve discrepancies.
  • Coordinate the preparation, review, and timely processing of grant-related invoices, reimbursement requests, financial reports, and supporting documentation with responsible fiscal staff.
  • Ensure programmatic reports, financial reports, invoices, and budget records are consistent; coordinate corrections and required approvals before submission.
  • Monitor applicable matching funds, indirect costs, program income, and subaward expenditures; coordinate final reconciliation and financial closeout with the Business Office and Foundation.

Reporting Workflows and Institutional Tracking

  • Maintain a centralized calendar of all college grant reporting deadlines, deliverables, renewals, and closeout requirements, including awards administered through the CCCC Foundation.
  • Design and maintain reporting workflows that identify responsible staff, internal due dates, required data, review steps, approvals, submission requirements, and confirmation of receipt.
  • Collect and review information from project directors and fiscal staff; prepare or coordinate accurate, timely programmatic and financial reports and submit them as authorized.
  • Track milestones, performance measures, reporting status, and outstanding requirements; follow up on missing information and elevate approaching or missed deadlines.
  • Use Ellucian Colleague, spreadsheets, shared repositories, sponsor portals, and college tracking mechanisms to maintain reliable award records and reconcile information across systems.
  • Maintain organized, audit-ready files of awards, budgets, reports, approvals, expenditures, and correspondence; follow applicable retention and confidentiality requirements.
  • Provide periodic grant performance and financial summaries for executive leadership and the Board of Trustees.

Training and Technical Assistance

  • Develop and deliver practical training for grant directors and staff on award requirements, budget management, reporting, documentation, internal controls, and college processes.
  • Create procedures, checklists, templates, and reporting tools that help departments consistently fulfill grant responsibilities.
  • Provide ongoing guidance on using Colleague and internal tracking mechanisms to review budgets, monitor expenditures, and support grant reporting.
  • Build collaborative relationships across departments and resolve compliance issues through clear communication and coordinated follow-through.

Internal Reviews and External Audit Response

  • Plan and conduct internal audits and compliance reviews of grant programs, including periodic examination of transactions, source documentation, reporting accuracy, and adherence to award requirements and internal controls.
  • Document review findings, recommend corrective actions, and follow up with project directors and fiscal staff to verify resolution; coordinate with designated auditors when independent assurance is required.
  • Serve as the primary coordinator for federal, state, private funder, and pass-through entity desk audit requests, monitoring visits, and grant-specific reviews.
  • Organize requested records, reconcile programmatic and fiscal information, coordinate institutional responses, and track submission deadlines and corrective action commitments.
  • Collaborate with the Business Office, Foundation, and external auditors on grant-related audit schedules, documentation, findings, and follow-up.
  • Coordinate risk assessments and monitoring of subrecipients, when applicable, including review of reports, supporting records, and required corrective actions.

Pre Award Coordination and Institutional Service

  • Collaborate with the Director of Grants Development and proposal teams to review proposed budgets, reporting obligations, compliance requirements, and administrative capacity before submission.
  • Coordinate the transition from proposal to funded project, ensuring approved budgets, commitments, roles, and reporting requirements are communicated to responsible staff.
  • Communicate with program officers and funding agencies on award administration and compliance matters, within delegated authority.
  • Contribute to college policies, accreditation documentation, planning, and other institutional initiatives related to grant management; perform other duties as assigned.
  • Support a workplace and learning environment in which students, employees, and community members are treated with respect and their contributions are valued.
