Primary Purpose of the Organizational Unit

The Finance team within the Division of Finance and Administration (F&A) supports the University's mission, strategic vision, goals, and objectives by providing key financial services efficiently and effectively. The Finance team provides financial services directly to students and the campus community. Units within Finance include Contract & Grant Accounting, Controller's Office, Financial Planning & Budgets and Procurement Services.

Financial Planning & Budgets is specifically responsible for providing university budgetary financial reports, projections, and analysis as well as administering all budgeting functions for the operation of UNC Greensboro. They maintain fiscal integrity through development and administration of financial and budgetary control functions. This team works with other areas within the larger F&A Division to provide accurate and complete financial budget data to university management and state and federal agencies. A strong commitment to customer service, collaboration, and team development is central to the division's mission.

Position Summary

The Director of Financial Planning and Budgets provides strategic leadership for the university's comprehensive budget development, financial planning, and analytical functions. This role oversees the direction, administration, and continuous improvement of complex budget processes, ensuring alignment with institutional priorities and full compliance with university, state, and federal requirements. Serving as a key advisor to senior leadership, the Director leads a team responsible for developing reports, interpreting financial data, modeling scenarios, projecting revenues and expenditures, and identifying trends that inform strategic decision‑making.

The position maintains direct communication with the Office of State Budget and Management (OSBM), the UNC System Office (UNCSO), and campus leaders including Vice Chancellors, Deans, Department Heads, and Directors. The Director establishes and maintains effective budget procedures, prepares high‑level analyses and presentations for executive leadership, evaluates financial options, and reports on outcomes of budgetary decisions. Core functional responsibilities include team building, customer service, managerial oversight, reporting, planning and projections, reversion planning, coordination of carryforwards and special allocations, debt‑related issues, campus training, all other general budget matters, and addressing special requests. Professionalism, collaboration, and sound judgment are essential to success in this role.

Minimum Qualifications

  • Masters and 5+ years of relevant experience; or Bachelors with at least 1-2 yrs supervisory experience and 5+ years of relevant experience.

Additional Required Certifications, Licensures, and Certificates Preferred Qualifications

  • Master's degree in business administration, public administration, or a related field is preferred, with prior supervisory experience in a complex operational area.
  • Demonstrated strong proficiency with ERP systems, preferably Banner by Ellucian, along with excellent analytical skills, attention to detail, and the ability to communicate effectively in both written and verbal formats with leadership, colleagues across campus and off-campus entities at the state level.
  • University or community college Budget Office and financial administration experience within North Carolina's public higher education environment, with eight years of public‑sector financial administration is desired, including at least three years within the North Carolina community college or university system.
  • Commitment to inclusive leadership, the ability to set and achieve goals, and the capacity to work collaboratively with a cross-functional team are essential.

Essential Tasks

Strategic Planning:

Financial Planning & Analysis (FP&A)

Essential Tasks

Lead the University's comprehensive financial planning, forecasting, budgeting, and analytical functions while ensuring accurate, timely, and compliant budget administration.

Budget Development:

  • Direct development and administration of the University's annual operating budget for all university funds.
  • Develop All Funds Budget
  • Coordinate the annual budget planning calendar and budget development process.
  • Develop budget instructions, assumptions, and allocation methodologies.
  • Review and recommend departmental budget requests.
  • Prepare consolidated University budget recommendations.

Budget Administration:

  • Monitor budgets throughout the fiscal year.
  • Review budget revisions and transfers.
  • Ensure budget transactions comply with University, UNC System, and State requirements.
  • Maintain budget controls and internal financial controls.
  • Coordinate year-end budget closeout activities.
  • Oversee position budgeting and salary reserve planning.
  • Monitor vacancy savings and salary projections.

Financial Planning & Analytics:

  • Develop multi-year financial forecasts.
  • Prepare enrollment, tuition, personnel, benefits, and State appropriation forecasts.

Serve as the principal financial planning advisor to the Associate Vice Chancellor for Finance by providing executive-level financial analyses, strategic recommendations, and budget expertise.

  • Prepare executive financial reports for the Chancellor, Cabinet, Board of Trustees, and executive leadership.
  • Develop presentations and briefing materials.
  • Conduct financial analyses supporting strategic initiatives.
  • Evaluate legislative, UNC System, and regulatory changes affecting University finances.
  • Advise Deans, Vice Chancellors, and senior administrators on budget development and financial planning.
  • Represent the University with the UNC System Office, Office of State Budget and Management, Office of State Controller, and other State agencies.
  • Present budget recommendations to executive leadership.
