The Prince George's County Council is currently seeking qualified applicants to fill a Director of Finance (Administrative Specialist 2G, Grade G31) position in the County Council Legislative Branch/Council Administration Division.

About the Position

The incumbent serves as professional management support to the Council Administrator and Deputy Council Administrator for all complex special projects, departmental liaison, finance, budget, and procurement matters related to the Legislative Branch.

About the Agency

All legislative powers of the County are vested in the County Council. In addition, the County Council sits as the District Council on zoning and land use matters, and as the Board of Health on health policy matters.

Examples of Work

  • Applies advanced accounting, budget, and fiscal management principles, with a strategic focus on Council business operations, state and federal laws, research and analysis techniques, and evaluation and control methods.
  • Oversees the operating budget for the County Council. Leads and participates in performing budgetary planning, programming, and management analysis projects.
  • Directs non-routine special projects, coordinating and outlining projects, budget preparation, financial and related projection reports, recommends and initiates cost-saving measures, and overall project management for development and administration projects for the Legislative Branch.
  • Manages the procurement, purchasing, travel, and fleet vehicle programs for the Legislative Branch.
  • Coordinates with legal staff, when applicable, on all procurement, pending travel, training, and vehicle issues related to the Legislative Branch.
  • Serves as Purchasing Card Administrator for the Legislative Branch, to include coordinating annual audits of the purchasing card program.
  • Maintains thorough knowledge of government budgeting practices involving the development of preliminary budgetary estimates, including control of the branch's operating budget.
  • Communicates effectively, both verbally and in writing; interacts professionally with the public and customers; develops and applies policy; evaluates issues and provides recommendations; monitors/delegates responsibility; makes decisions and draws conclusions.
  • Facilitates the problem-solving process and technical input at the organizational level; develops collection and analysis methods for statistical or other data; designs.
  • Recruits, trains, directs, and evaluates staff.
  • Manages technical and professional resources, delegating responsibility, and evaluating performance.
  • Maintains knowledge and skill identifying training, experience, and abilities required by employees that will enhance productivity for the branch.
  • Serves as staff facilitator or liaison to Council Members and their office in all special projects and procurement matters.
  • Willingly and cooperatively performs duties and tasks which may not be within the general occupational category and responsibility level typically associated with the employees class of work.

Qualifications

Minimum Qualifications

  • Masters Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
  • Two (2) years of progressively responsible experience in governmental activities related to the position assignment.

An equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities may be considered.

Preferred Qualifications

  • Master's degree in Finance, Accounting, Business Administration (MBA) or related field

  • CPA licensed

  • At least 5 years of experience in a senior leadership role in finance or accounting

  • Proficient knowledge and understanding of SAP Financial Enterprise System

  • Strong financial modeling, forecasting, and data analysis skills

  • Strong decision-making and strategic planning abilities

  • Ability to identify financial risks and opportunities

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
