    Primary Purpose:

    To provide administrative leadership and expertise in managing federal programs and grants and overseeing the district's Transportation and Custodial Departments. The Director coordinates the development, implementation, monitoring, evaluation, and auditing of state and federal grant programs while ensuring programmatic and financial compliance with ESSA, EDGAR, Board policy, grant guidelines, and all applicable regulations. The Director develops procedures and annual budgets, provides technical assistance to district and campus personnel, monitors funding priorities and regulatory changes, and serves as the primary liaison among district administrators, support departments, and campus leaders. The Director collaborates with district leaders to ensure efficient operations, responsible use of resources, and continuous academic improvement that supports student success.

    Qualifications:

    Education/Certification:

    Master's degree in business, accounting, or public administration

    Knowledge of the selection, training, and supervision of personnel

    Knowledge of wage and salary, benefits, and employee communications programs

    Knowledge of school employment law and hearing procedures

    Experience:

    Five (5) years of administrative experience.

    Three (3) years of experience in administering federal and/or state grants and/or managing budgets and funding

    Major Responsibilities and Duties:

    Federal Programs, Transportation, and Custodial Services

    Coordinate, administer, monitor, and evaluate all assigned federal and state programs and grants, including ESSA, Title I Parts A and D, Title II, Title III, Title IV, Title V, Rural and Low-Income Schools (RLIS), State Compensatory Education (SCE), ESSER, TCLAS, safety grants, and other special-purpose grants.

    Administration of Federal Programs, Transportation, and Custodial Services

    1. Coordinate, administer, monitor, and evaluate all assigned federal and state programs and grants, including ESSA, Title I Parts A and D, Title II, Title III, Title IV, Title V, Rural and Low-Income Schools (RLIS), State Compensatory Education (SCE), ESSER, TCLAS, safety grants, and other special-purpose grants.

    2. Prepare and submit the annual ESSA Consolidated Grant Application, RLIS application, and other federal or state grant applications, amendments, negotiations, and compliance reports to the Texas Education Agency.

    3. Ensure all assigned federal and state programs and the Transportation and Custodial Departments comply with applicable federal and state laws, ESSA, EDGAR, Texas Education Agency requirements, State Board of Education rules, grant conditions, safety standards, Board policies, and district procedures.

    4. Develop and administer budgets for federal and state programs and the Transportation and Custodial Departments based on documented needs, compliance requirements, district priorities, approved applications, and required spending timelines.

    5. Prepare and submit annual federal program, transportation, and custodial budgets and supporting documentation to the Business and Finance Office.

    6. Determine and distribute federal and state program allocations to campuses and district departments using applicable funding formulas, identified student needs, and program requirements.

    7. Assist campuses and departments in developing budgets and using federal, state, and State Compensatory Education funds effectively and appropriately.

    Fiscal Management and Purchasing for Federal Programs, Transportation, and Custodial Services

    1. Review and approve purchase orders, invoices, expenditures, service contracts, budget transfers, and other financial transactions for federal and state programs and the Transportation and Custodial Departments to ensure accuracy, allowability, operational need, and compliance with approved budgets and district procedures.

    2. Review and reconcile financial and expenditure reports and coordinate with the Business and Finance Office to ensure expenditures are properly recorded and grant funds are drawn down accurately and within required timelines.

    3. Coordinate with the Business and Finance Office on comparability, inventory, audits, fiscal monitoring, internal controls, and other compliance requirements for federal and state programs and the Transportation and Custodial Departments.

    4. Maintain accurate documentation supporting grant applications, budgets, amendments, expenditures, purchases, contracts, budget transfers, personnel costs, time and effort, employee attendance, payroll information, transportation operations, custodial operations, and program activities.

    5. Maintain current federal and state program manuals, compliance records, Title I documentation, transportation employee credentials, safety certifications, physical examination records, driving records, drug and alcohol testing records, custodial safety records, and other required documentation.

    6. Maintain accurate inventories of grant-funded property, transportation supplies, vehicle parts, custodial supplies, equipment, and other departmental assets. Evaluate assigned assets and recommend their purchase, replacement, transfer, or disposal in accordance with district procedures.

    7. Prepare, maintain, and submit all required federal program, transportation, and custodial reports and records to the Texas Education Agency, federal agencies, district administration, and other regulatory entities.

    Evaluation and Continuous Improvement of Federal Programs, Transportation, and Custodial Services

    1. Review academic, financial, staffing, and operational data, including program evaluations, needs assessments, Texas Academic Performance Reports, transportation data, custodial performance measures, and departmental reports, to evaluate effectiveness, control costs, and recommend improvements.

    2. Ensure federally and state-funded programs support the instructional goals and identified needs included in the District Improvement Plan and Campus Improvement Plans.

    3. Provide training and technical assistance to campus and district personnel regarding grant requirements, Campus Improvement Plans, program implementation, allowable expenditures, budgets, documentation, transportation operations, custodial procedures, safety requirements, and compliance expectations.

    4. Provide annual federal and state program budget training to principals, administrators, administrative assistants, program personnel, and other appropriate staff.

    5. Visit campuses and assigned departments to monitor federal program implementation, transportation and custodial operations, service delivery, safety practices, and compliance with established requirements.

    6. Monitor the identification and selection of students eligible for federal and state programs and ensure funds and services are consistently directed toward the appropriate student populations.

    Administration of Specialized Federal and State Student Programs

    1. Coordinate and monitor State Compensatory Education services for students identified as being at risk of dropping out of school.

    2. Work with campus personnel to monitor the academic progress of at-risk students and ensure appropriate services and interventions are provided.

    3. Coordinate with the district's homeless liaison to ensure students experiencing homelessness are properly identified and receive required services under the McKinney-Vento Homeless Assistance Act.

    4. Monitor migrant education program requirements, review Certificates of Eligibility for accuracy, and ensure migrant students receive appropriate services to earn or recover academic credits.

    5. Develop and coordinate appropriate services and budgets for eligible students residing in facilities for neglected or delinquent children.

    6. Coordinate consultation, services, and equitable-share budgets for eligible private nonprofit schools participating in applicable federal programs.

    Parent, Community, and Departmental Coordination for Federal Programs, Transportation, and Custodial Services

    1. Coordinate district and campus parent and family engagement programs, advisory committees, public hearings, and required stakeholder consultations for federal and state programs.

    2. Ensure required information regarding federal and state programs, grant applications, budgets, transportation services, and custodial services is communicated to employees, parents, community members, and other stakeholders.

    3. Facilitate coordination among federal, state, and locally funded programs and the Transportation and Custodial Departments to maximize available resources, prevent duplication of services, and support district operations and student achievement.

    4. Remain current on federal and state appropriations, grant opportunities, legislative changes, funding priorities, program regulations, curriculum standards, transportation requirements, custodial regulations, safety standards, and other requirements affecting assigned programs and departments.

    Policies, Procedures, and Administration of Federal Programs, Transportation, and Custodial Services

    1. Develop, implement, monitor, and update administrative guidelines, internal controls, safety protocols, emergency procedures, operational procedures, and district manuals for federal programs and the Transportation and Custodial Departments.

    2. Assist district administration with developing and recommending policies and reviewing departmental job descriptions, staffing structures, work assignments, and procedures related to federal programs, grants, transportation, and custodial operations.

    3. Serve as the primary liaison among campuses, central office departments, federal program personnel, the Business and Finance Office, Transportation Department, Custodial Department, regulatory agencies, and other stakeholders to ensure timely and effective program and departmental operations.

    4. Collaborate with assistant superintendents, program directors, campus principals, transportation staff, custodial staff, and department leaders to remove barriers, improve service delivery, support efficient operations, and promote continuous academic improvement.

    Personnel Management for Federal Programs, Transportation, and Custodial Services

    1. Recommend, supervise, support, train, and evaluate personnel assigned to federal and state programs and the Transportation and Custodial Departments. Conduct performance appraisals and make recommendations regarding assignments, retention, discipline, dismissal, and other appropriate personnel actions.

    2. Ensure federal program, transportation, and custodial employees receive required training in compliance, workplace safety, emergency response, student management, customer service, equipment use, chemical handling, budget procedures, and other job-related responsibilities.

    3. Establish and maintain effective working relationships and provide responsive, professional customer service to students, employees, parents, campus leaders, community members, regulatory agencies, and other district stakeholders.

    4. Establish performance expectations for federal program, transportation, and custodial personnel and ensure concerns involving attendance, conduct, safety, or job performance are addressed promptly, professionally, and consistently.

    5. Perform all duties professionally, ethically, independently, and responsibly while complying with applicable laws, safety requirements, Board policies, district procedures, and administrative directives.

    6. Maintain confidentiality regarding student, employee, program, financial, operational, and district information.

    7. Maintain regular and reliable attendance and attend required federal, state, regional, district, transportation, and custodial training to ensure continuity of operations, maintain current knowledge, and provide appropriate services to students.

    8. Perform other duties as assigned by the Superintendent or appropriate supervisor.
