POSITION SUMMARY: Texas College seeks an experienced, highly skilled Director of Facilities & Senior HVAC Technician to lead campus facilities operations while serving as the College's principal hands-on HVAC professional. This is a working director position. The successful candidate will spend a significant portion of their time personally inspecting, troubleshooting, maintaining, repairing, and improving HVAC and related mechanical systems throughout the Texas College campus while simultaneously providing leadership and accountability for the College's overall facilities operation. The immediate priority of this position is to improve the reliability, preventive maintenance, responsiveness, and long-term condition of the College's HVAC systems serving classrooms, residence halls, administrative buildings, student spaces, and other campus facilities. The Director will also supervise facilities personnel and contractors; establish effective work-order and preventive-maintenance systems; coordinate repairs and campus maintenance; identify deferred-maintenance priorities; and provide College leadership with reliable information regarding the condition and needs of the physical plant. This position is intended for an experienced HVAC professional who is prepared to work directly on equipment as well as lead the department. MINIMUM QUALIFICATIONS: • High school diploma or equivalent. • Graduation from an accredited HVAC technical school or equivalent substantial HVAC training and experience. • Minimum of six years of progressively responsible HVAC maintenance experience. • Significant hands-on experience diagnosing and repairing commercial or institutional HVAC systems. • Demonstrated ability to perform preventive maintenance, repair, installation, overhaul, disassembly, reassembly, and modification of HVAC equipment. • Ability to read and interpret blueprints, drawings, schematics, specifications, and technical documentation. • Knowledge of HVAC controls and associated electrical/electronic systems. • Experience maintaining accurate service and maintenance records. • Demonstrated ability to lead employees, contractors, projects, or facilities operations. • Valid driver's license and ability to meet Texas College driving requirements. • Ability to perform the physical requirements associated with HVAC and facilities work. PREFERRED QUALIFICATIONS: • EPA Section 608 Universal Certification. • Texas HVAC-related licensure, registration, or other applicable professional credentials. • Associate degree or additional technical education in HVAC, mechanical systems, facilities management, engineering technology, or related field. • Experience with commercial rooftop units, split systems, chillers, boilers, pumps, cooling towers, heat pumps, building automation systems, controls, and related institutional equipment. • Experience in higher education, K-12, healthcare, government, multifamily, industrial, or another multi-building environment. • Previous supervisory or facilities-management experience. • Experience implementing preventive-maintenance programs. • Experience with computerized maintenance management/work-order systems. • Experience managing vendors, contractors, purchasing, budgets, and facilities projects. TERMS OF EMPLOYMENT: One year contract serves at the pleasure of the President and the Board of Trustees. Evening, weekend, holiday, and after-hours response may occasionally be required for urgent HVAC or facilities conditions. PRIMARY RESPONSIBILITIES: Essential HVAC Responsibilities Approximately 70% • Operate, inspect, troubleshoot, maintain, and repair building HVAC systems and related equipment. • Personally diagnose HVAC failures and perform appropriate repairs and corrective maintenance. • Perform preventive maintenance, installation, repair, overhaul, disassembly, reassembly, and modification of heating, ventilation, air-conditioning, refrigeration, control, pneumatic, electrical, electronic, and related systems and equipment. • Read and interpret blueprints, mechanical drawings, schematics, equipment specifications, and technical documents to identify problems and complete repairs accurately. • Troubleshoot electrical and electronic components associated with HVAC systems. • Inspect equipment for proper, safe, and efficient operation. • Diagnose recurring system failures and develop permanent corrective solutions. • Prepare material and equipment takeoffs from blueprints, plans, and specifications when necessary. • Maintain appropriate HVAC maintenance, repair, and equipment records. • Establish and execute a comprehensive preventive-maintenance schedule for campus HVAC systems. • Maintain an inventory of HVAC equipment documenting location, manufacturer, model, age, condition, maintenance history, and anticipated replacement needs. • Monitor building temperatures and HVAC performance across campus. • Prioritize HVAC problems affecting residence halls, instructional spaces, student services, and critical institutional operations. • Determine when repairs can be performed internally and when specialized contractors are required. • Evaluate contractor diagnoses, scopes of work, repair recommendations, and pricing. • Inspect contractor work and verify satisfactory completion. • Recommend repair-versus-replacement decisions to Executive Cabinet. • Maintain appropriate inventories of filters, belts, motors, controls, refrigerant related supplies, replacement components, tools, and other critical HVAC materials. • Identify opportunities to improve energy efficiency and reduce unnecessary utility consumption. • Respond to urgent HVAC failures and other building-system emergencies as required. Facilities Leadership Approximately 30% • Direct the daily operations of Texas College Facilities Management. • Supervise and assign work to maintenance, grounds, custodial, skilled-trades, and other facilities personnel as assigned. • Establish clear standards for employee productivity, workmanship, responsiveness, safety, documentation, and customer service. • Implement and manage a reliable work-order system. • Establish priorities for campus repairs based on safety, instructional continuity, residential needs, operational impact, and available resources. • Conduct routine inspections of campus buildings, grounds, mechanical spaces, and infrastructure. • Establish preventive-maintenance schedules for major building systems beyond HVAC. • Coordinate plumbing, electrical, roofing, lighting, carpentry, grounds, custodial, and general maintenance needs through internal personnel or contractors. • Coordinate facilities support for residence-hall move-in, orientation, commencement, athletic events, severe weather, and major institutional events. • Manage appropriate contractor and vendor relationships. • Develop scopes of work and assist with solicitation and evaluation of facilities proposals. • Monitor facilities expenditures and recommend cost-effective solutions. • Maintain a prioritized inventory of deferred-maintenance needs. • Develop annual and multi-year equipment replacement and capital-maintenance recommendations. • Provide regular facilities-status reports to senior administration. • Coordinate facilities response to building and utility emergencies. • Ensure work orders are not merely assigned but completed, documented, and verified as resolved • Possesses and maintains working knowledge of applicable federal, Texas, and local laws, regulations, building codes, and safety standards governing facilities management in higher education, including OSHA requirements, fire and life safety codes, the Americans with Disabilities Act (ADA), Texas Accessibility Standards, and applicable Texas Education Code provisions. • Performs other duties and responsibilities as assigned by the President or designated supervisor in support of the mission, strategic priorities, and operational needs of Texas College.
