Description
THE POSITION
The City of Daly City is seeking an experienced, collaborative, and forward-thinking professional to serve as its next Director of Community Development. Appointed by and reporting to the City Manager or designee, the Director provides executive leadership and strategic direction for the Community Development Department, which encompasses Building, Planning, Engineering, Code Enforcement, and Housing.
The Director plans, organizes, directs, and evaluates the Department's programs and services, including current and long-range planning, building services, engineering and development review, code enforcement, housing, and related regulatory programs. The Director will play a key role in implementing the City's General Plan, Housing Element, zoning ordinance, municipal code, specific plans, and other planning and regulatory initiatives, while ensuring compliance with applicable federal, state, and local requirements.
As a member of the City's executive management team, the Director will serve as a trusted advisor to the City Manager and provide professional and technical guidance to the City Council, Planning Commission, and other boards and commissions on complex planning, land use, housing, building, engineering, code enforcement, and development matters. The Director will oversee complex development proposals, entitlement applications, environmental reviews, planning studies, and other significant community development projects while balancing regulatory requirements with the City's long-term goals and community priorities.
The successful candidate will bring strong organizational leadership, sound judgment, and the ability to navigate complex and sensitive community development issues. The Director will establish departmental priorities, manage operating and capital budgets, develop policies and service standards, mentor and develop staff, and promote accountability, collaboration, innovation, and continuous improvement throughout the Department.
Exceptional communication, interpersonal, and consensus-building skills are essential. The Director will work closely with residents, property owners, developers, businesses, community organizations, consultants, regulatory agencies, and other stakeholders to resolve complex issues and facilitate projects. The successful candidate will be comfortable presenting before the City Council, Planning Commission, community organizations, and neighborhood groups and will represent the City with professionalism, transparency, responsiveness, and integrity.
