JOB SUMMARY The Director of Career and Technology, College, Career and Military Readiness and Federal Programs provides district-level leadership, vision, coordination, and support for Career and Technical Education (CTE), College, Career and Military Readiness (CCMR), and federal programs. The Director advocates for and supports all students in their academic, college, career, and military readiness pathways and ensures equitable access to high-quality programs and opportunities that prepare students for postsecondary success. The Director provides leadership for the development, implementation, evaluation, compliance, and continuous improvement of CTE and CCMR programs and oversees the planning, administration, monitoring, and compliance of applicable federal programs, including Title I, Title II, and Title IV. The Director collaborates with district and campus administrators, teachers, counselors, students, families, higher education institutions, military representatives, business and industry partners, community organizations, and state and federal agencies to ensure alignment with district goals and state and federal requirements. The Director is responsible for using student achievement, college and career readiness, graduation, postsecondary, financial, and program evaluation data to identify needs, establish priorities, allocate resources, monitor outcomes, and improve programs and services. The Director also provides leadership for grant development, budget management, professional learning, program evaluation, compliance, stakeholder engagement, and effective use of local, state, and federal resources. Develop, implement, evaluate, and continuously improve a comprehensive district CTE plan aligned with district, state, and workforce priorities. Ensure that student progress and CTE program effectiveness are evaluated on a regular, systematic basis using student achievement data, district assessments, enrollment, completion, certification, and other relevant measures. Ensure CTE programs provide rigorous, relevant, and engaging opportunities that prepare students for postsecondary education, workforce success, and military service. Encourage and support innovative instructional programs and assist teachers and campuses in implementing evidence-based practices. Provide leadership and technical expertise in the development and implementation of CTE curriculum, programs of study, instructional technology, equipment, and learning environments. Coordinate the planning and conducting of periodic needs assessments related to CTE course offerings, programs of study, student interests, workforce needs, and community and industry demands. Plan and create curriculum guidelines at the district and campus level with appropriate administrators, ensuring that CTE TEKS are taught at the appropriate grade level. Coordinate CTE programs of study, coherent course sequences, HB 5 endorsements, industry-based certifications, and related opportunities. Ensure CTE teachers have appropriate training, resources, equipment, and support to increase student participation, achievement, and industry-based certification attainment. Coordinate professional learning and staff development for CTE staff based on district priorities, program evaluation outcomes, student data, and identified needs. Assist campuses with PEIMS coding and reporting for grades 6-12 CTE courses and programs. Maintain awareness of current workforce trends, industry certifications, labor-market information, and emerging career fields to inform CTE program development. Lead and facilitate CTE advisory groups and committees, as appropriate. Establish and maintain partnerships with business, industry, higher education, military, and community organizations to strengthen CTE opportunities and work-based learning experiences. College, Career and Military Readiness (CCMR) Provide district-level leadership for the development, implementation, monitoring, and continuous improvement of a comprehensive CCMR program. Coordinate district strategies designed to increase student readiness for college, career, and military pathways. Monitor CCMR indicators and related accountability measures and collaborate with campus leaders to develop strategies for improving student outcomes. Analyze CCMR, graduation, postsecondary enrollment, certification, dual credit, Advanced Placement, International Baccalaureate, work-based learning, military readiness, and other relevant data to identify trends, gaps, and opportunities for improvement. Collaborate with campus administrators, counselors, teachers, students, and families to increase student participation and successful completion of CCMR opportunities. Support the development and implementation of individualized postsecondary and career readiness plans for students. Coordinate and expand opportunities for dual credit, advanced coursework, industry- based certifications, work-based learning, internships, apprenticeships, career exploration, and other postsecondary pathways. Develop and strengthen relationships with colleges, universities, community colleges, technical schools, military organizations, businesses, and community partners. Coordinate district college and career readiness initiatives, including college access, career exploration, financial literacy, postsecondary planning, and transition support. Support military readiness opportunities and coordinate with appropriate military representatives and community partners. Monitor student completion of CCMR-related requirements and assist campuses in developing systems to identify and support students who need additional opportunities. Collaborate with counseling and campus teams to ensure students receive accurate information regarding graduation requirements, endorsements, programs of study, college admissions, financial aid, workforce opportunities, and military pathways. Develop and communicate district CCMR goals, priorities, progress measures, and improvement strategies. Provide training and technical assistance to administrators, counselors, teachers, and staff regarding CCMR requirements, opportunities, data, and best practices. Ensure CCMR programs and initiatives are aligned with district strategic priorities and state accountability requirements. Federal Programs Provide district-level leadership for the planning, development, implementation, monitoring, evaluation, and compliance of applicable federal programs. Coordinate the administration of federal programs in accordance with federal law, state requirements, grant assurances, and district policies. Develop and maintain comprehensive federal program plans and applications in collaboration with district and campus administrators. Ensure federal program expenditures are allowable, allocable, reasonable, necessary, properly documented, and aligned with approved program plans and federal requirements. Develop, monitor, and reconcile federal program budgets in collaboration with appropriate district departments and business office personnel. Maintain accurate documentation and records necessary to demonstrate compliance with federal program requirements. Coordinate Title I programs and services to support students who are identified as needing additional academic assistance and ensure programs are aligned with identified student needs. Provide leadership and support for Title I schoolwide and targeted assistance requirements, as applicable. Coordinate required Title I parent and family engagement activities and support campuses in meeting applicable parent and family engagement requirements. Monitor the development, implementation, and evaluation of campus plans and federal program initiatives. Coordinate Title II, Part A activities designed to strengthen the quality and effectiveness of teachers, principals, and other school leaders through professional learning and evidence-based strategies. Coordinate Title IV, Part A activities supporting well-rounded education, safe and healthy students, and effective use of technology, as applicable. Monitor federal program expenditures, purchase orders, payroll allocations, contracts, and other financial activities for compliance with grant requirements. Coordinate federal program budget amendments, applications, reports, and required submissions. Prepare for and coordinate federal program monitoring, audits, desk reviews, and compliance reviews. Maintain documentation and evidence necessary to demonstrate compliance with federal and state program requirements. Ensure federal program activities are evaluated for effectiveness and that program results are used to guide continuous improvement. Provide technical assistance and professional learning to campus and district personnel regarding federal program requirements, allowable activities, documentation, and implementation. Stay current on changes to federal education legislation, regulations, guidance, and Texas Education Agency requirements affecting federal programs. Collaborate with district departments to ensure federal programs are appropriately integrated with curriculum, instruction, professional learning, student support, CCMR, CTE, and other district initiatives. Grants, Budget, Compliance, and Fiscal Management Administer and monitor CTE, Perkins, CCMR-related, federal, state, and other grant funds to ensure programs are cost effective and funds are managed prudently. Compile district, federal, state, and grant budgets and cost estimates based on documented program needs. Develop and maintain appropriate managerial and operational controls to monitor program implementation, performance, expenditures, and operating costs. Manage district purchases in accordance with approved budgets, grant limitations, federal and state requirements, and district policies. Monitor grant expenditures and ensure timely expenditure of funds in accordance with applicable requirements. Maintain appropriate inventories of supplies and equipment purchased through applicable program funds. Recommend acquisition, replacement, transfer, or disposal of equipment as appropriate. Coordinate with the business office and other district departments regarding budgeting, purchasing, payroll, grants, and financial reporting. Ensure required grant records and supporting documentation are maintained according to applicable retention requirements. Identify potential grant opportunities and assist with the development and submission of competitive grant applications. Monitor grant timelines, deliverables, reporting requirements, and closeout activities. Data, Accountability, and Program Evaluation Establish systems for collecting, analyzing, and reporting CTE, CCMR, federal program, student achievement, graduation, certification, and other program data. Use data to identify achievement gaps, participation gaps, resource needs, and opportunities for program improvement. Develop and monitor measurable goals, objectives, performance indicators, and action plans. Provide regular reports to district leadership regarding program implementation, student outcomes, compliance, budgets, and progress toward established goals. Use evaluative findings to determine program effectiveness and guide continuous improvement. Ensure accurate and timely reporting of required state and federal data. Collaborate with campus leaders to develop interventions and improvement strategies based on data analysis. Apply research and district data to improve the content, sequence, and outcomes of teaching and learning. Professional Learning and Staff Support Plan, develop, evaluate, and coordinate professional learning opportunities related to CTE, CCMR, federal programs, curriculum, instruction, student support, and compliance. Provide technical assistance and support to campus administrators, counselors, teachers, and other staff. Identify professional learning needs based on program evaluation, student data, compliance requirements, and stakeholder input. Encourage innovative practices that improve student access, engagement, achievement, and postsecondary outcomes. Support campuses in implementing evidence-based strategies aligned with district and state priorities. Community, Business, Higher Education, and Military Partnerships Articulate the district's mission, goals, and priorities related to CTE, CCMR, and federal programs to community stakeholders. Establish and maintain strong relationships with business and industry leaders, colleges and universities, military organizations, workforce development agencies, community organizations, and other partners. Develop partnerships that expand student access to internships, apprenticeships, work- based learning, industry certifications, dual credit, college access, career exploration, and military opportunities. Serve as a district liaison with external organizations and agencies related to CTE, CCMR, workforce development, and federal programs. Foster goodwill through effective communication, coordination, recognition, and engagement with community and business partners. Demonstrate awareness of district and community needs and initiate activities to address those needs. Leadership and General Responsibilities Provide leadership and vision for integrated CTE, CCMR, and federal program initiatives across the district. Collaborate effectively with district and campus administrators, teachers, counselors, students, parents, and community stakeholders. Establish and maintain effective communication systems related to assigned programs and responsibilities. Ensure that assigned programs operate in compliance with applicable federal, state, and local laws, regulations, policies, and procedures.
