Position Title: Director of Buildings and Grounds

Summary: The Director of Buildings and Grounds provides visionary leadership and strategic oversight for all aspects of the district's physical plant operations, maintenance, safety, and facilities planning. This role requires college training in architecture, engineering, or facilities management-with a degree and five years of supervisory experience preferred-and demands a strong knowledge of modern construction and maintenance practices. The Director is responsible for managing building maintenance programs, energy management, security, and capital project planning while ensuring compliance with federal, state, and local regulations. Frequent collaboration with administrators, architects, contractors, and government agencies is essential to assess facility needs, implement long- and short-range plans, and support the district's mission through safe, efficient, and well-maintained facilities.

Qualifications

• Required Experience or Training: College training in architecture, engineering, or facilities management is required; a degree is preferred. A minimum of five years of experience in the supervision of construction or maintenance is necessary.
• Desired Experience or Training: A degree in architecture, engineering, or facilities management, with at least five years of experience in those fields or in the supervision of building construction.
• Special Requirements of the Position: A strong general knowledge of modern building construction, maintenance, and operational techniques. Demonstrated ability to plan, organize, manage, and provide effective leadership to the Buildings and Grounds Department.

Characteristics of Work

• Types of Activities Performed Frequently: Engages in long- and short-range planning for building maintenance, rehabilitation, construction, and operations programs. Collaborates with school administrators on facility-related concerns. Conducts site visits to evaluate facility needs and assess the quality of services provided. Represents the corporation in interactions with architects and contractors.
• Types of Activities Performed Occasionally: Represents the school system in dealings with representatives of other governmental agencies related to construction and building operations.

Responsibilities

• Directs the district''s physical plant operations, which includes: planning, policies, procedures, cost effectiveness, efficiency, cleanliness, attractiveness, staff development, and evaluation.
• Directs the building and grounds maintenance program, which includes: planning, work order processes and priorities, cost effectiveness, efficiency preventive maintenance, staff development, and evaluation.
• Directs the development and recommendation of policies and procedures for the Buildings and Grounds Department.
• Collaborate with the Director Custodial Services to coordinate maintenance schedules and facility repairs.
• Administers all construction, consultant and maintenance contracts originated within the Buildings and Grounds Department in compliance with state law, Board policy, and internal operating procedures.
• Directs the district''s Capital Projects Fund planning process, which includes: short and long-range planning based on needs assessment, obtaining approval of the annual Capital Projects Fund with state agencies, administering annual construction budgets approved for the Capital Projects Fund.
• Leads the district's environmental sustainability efforts, including energy conservation, waste reduction, green building practices, and compliance with environmental regulations.
• Coordinates facility-related emergency response planning, including crisis management protocols, weather-related preparedness, and post-incident facility recovery.
• Oversees facility use agreements and coordinates the use of school facilities by community organizations, ensuring alignment with district policies and priorities.
• Ensures ADA compliance and equitable access to facilities across all buildings.
• Maintains accurate records and documentation of maintenance schedules, inspections, warranties, and regulatory compliance.
• Coordinates and oversees facility inspections and audits conducted by local, state, or federal agencies, ensuring timely resolution of findings or citations.
• Prepares the annual maintenance budget and submits it for approval, ensuring alignment with district goals and fiscal responsibility.
• Coordinates with Human Resources to recommend the appointment, transfer, promotion, and termination of maintenance personnel, ensuring proper staffing and alignment with operational needs.
• Collaborates with representatives of the bargaining unit to address and resolve differences, maintain positive labor relations, and ensure adherence to contractual obligations.
• Evaluates and recommends the use of contract maintenance services when necessary to supplement district resources or meet specialized maintenance needs.
• Develops staffing plans and defines skill requirements for the maintenance team to ensure personnel possess the necessary capabilities to meet the required level of building maintenance across all district facilities.

Working Conditions: This is a full-time position that may occasionally require evening or weekend work to support special projects, attend board meetings, or respond to emergencies. The role involves periodic travel between district buildings as well as to external meetings or conferences. The work environment includes exposure to a range of building maintenance settings, such as active construction zones and maintenance facilities, requiring awareness of safety protocols and situational adaptability. Must be able to handle stress.
