Position Description

Advertised Job Summary The position of Director of Budget & Finance at USC Salkehatchie provides essential strategic planning and institutional financial leadership in partnership with the Campus Dean and other administrative officers. The position coordinates complex administrative business management and fiscal support activities, develops and monitors compliance with annual budgets, procurement processes, audit regulations, and campus funding plans, and serves as primary oversight and manager of the operating budget. The position oversees business office and campus shop functions.

Supervises employees in the Business Office, Campus Shops, and IT Department; formulates and administers University Policies and Procedures; and provides training in administrative management practices and procedures.

Job Related Minimum Required Education and Experience Requires a bachelors degree in a job-related field and 5 or more years of job-related experience, which may be substituted by an equivalent combination of job-related certification, training, education, and/or experience.

  • Must be an effective communicator and work effectively with faculty, staff, and students.
  • This position requires a thorough knowledge of Federal laws, State laws, and University policies relating to business finance, student account cash receipts, purchasing, and travel.
  • The employee must be proficient in the use of personal computer applications and on-line financial applications.
  • Must have excellent interpersonal skills and be able to deal courteously and effectively with University administrators and WCHEC members.
  • Must have excellent analytical skills.

Job Duties

1. Plans, develops, and prepares the campus budget

  • Percentage of Time: 40%

  • Develops and prepares the campus budget to incorporate needs of all campus departments and in conjunction with the USC Budget Office.
  • Monitors expenditures and revenues to ensure that campus units are meeting budget predictions.
  • Makes budget adjustments and prepares budget transfers as needed.
  • Represents campus at USC System meetings for business, financial, purchasing, bursar, and other meetings with community partners as required.
  • Keeps abreast of new policies and procedures pertaining to the budget process or other business practices.
  • Provides budget updates and financial reports to the Campus Dean and department heads as requested.
  • Supervises Business Office personnel: prepares annual EPMS, monitors employee progress towards goals, communicates and provides feedback to assist employees with performance improvement, professional development, and skill/competency development.

2. Supervises daily operations of the Business Office

  • Supervises daily operations of the Business Office in processing travel documents, procurements, cash receipts, accounts payable, and student account receivables, ensuring compliance with USC Policies and Procedures.

  • Oversees disbursements for USC Salkehatchie accounts with the USC Educational Foundation.
  • Provides Campus Dean with information/reports regarding Educational Foundation expenditures.
  • Works with Financial Aid Director regarding scholarship awards and other financial aid related business.

3. Strategic planning and financial leadership

  • The position of Director of Business Operations of the USC Salkehatchie campus provides essential strategic planning and financial leadership in partnership with the Campus Dean and other campus officials to ensure the long-term financial well-being of the institution.

4. Reporting and Compliance

  • Works with the Athletic Director to prepare and submit the annual Department of Education Equity in Athletics Report.

5. Campus Shops and Vending Operations

  • Assists Campus Shop Managers in the annual year-end inventory audit and preparation of financial statements.

6. WCHEC Financial Transactions

  • Works directly with Chairman and Treasurer on Western Carolina Higher Education Commission (WCHEC) financial transactions.

7. Grant Management

  • Percentage of Time: 5%
