Job Title: Director of Apprenticeship and Work-Based Learning

Summary: The Director of Apprenticeship and Work-Based Learning provides districtwide leadership for apprenticeship, work-based learning, and workforce education initiatives that respond to regional employer needs and expand pathways to credentials and employment. Working with employers, faculty, academic leaders, workforce partners, students, and government agencies, the Director aligns noncredit and credit programs, leads curriculum and pathway development, supports Workforce Pell implementation, and oversees program data, reporting, quality, and continuous improvement. The Director serves as Iowa Valley's primary institutional contact for U.S. Department of Labor Registered Apprenticeship programs and guides employers through program development, registration, implementation, and ongoing compliance.

Job Responsibilities:

  • Provide strategic leadership for the development, implementation, expansion, and continuous improvement of U.S. Department of Labor Registered Apprenticeship, youth apprenticeship, pre-apprenticeship, and related career pathway programs. Guide employers through program design and registration, including occupations, competencies, related technical instruction, wage progressions, on-the-job learning, standards of apprenticeship, work processes, training schedules, agreements, and required documentation. Serve as the primary liaison among employers, Iowa Valley faculty and staff, the U.S. Department of Labor Office of Apprenticeship, Iowa Workforce Development, and other agencies. Monitor programs for compliance with federal requirements and institutional standards.
  • Lead employer engagement and workforce program development across the Iowa Valley service area, with particular attention to manufacturing and other high-demand sectors. Assess workforce shortages, technical skill needs, and employee-development priorities. Translate employer needs into apprenticeships, customized training, industry-recognized credentials, work-based learning, and credit or noncredit education solutions that support recruitment, upskilling, and retention.
  • Lead curriculum and pathway development in collaboration with faculty, academic leaders, and industry partners. Align noncredit training with credit-bearing certificates, diplomas, and degrees through curriculum mapping, articulated pathways, credit for prior learning, and other approved transition strategies. Coordinate institutional planning and implementation for eligible Workforce Pell programs, including program design, clock-hour and instructional-week requirements, recognized credentials, student pathways, quality review, and alignment with applicable federal, state, and institutional requirements. Ensure related technical instruction and work-based learning experiences align with course and program learning outcomes and industry expectations.
  • Develop and oversee systems for program data collection, validation, analysis, and reporting. Track enrollment, participation, placements, completion, credential attainment, credit transition, employer engagement, employer and participant satisfaction, apprenticeship milestones, related technical instruction, on-the-job learning, wage progression, and employment outcomes. Prepare accurate and timely internal, state, federal, grant, accreditation, and Workforce Pell reports. Use findings to evaluate effectiveness, identify equity and access gaps, support compliance, and recommend program, curriculum, and resource improvements.
  • Works and communicates professionally with others in a timely manner. Performs in a manner which benefits student learning.
  • Supports the overall success of the District by performing other duties as assigned.

Education and Experience:

  • Bachelor''s degree and at least four years of progressively responsible experience in workforce development, apprenticeship administration, career and technical education, curriculum or program development, employer engagement, or a related field required. Relevant experience may be substituted for the educational requirement.
  • Experience leading cross-functional initiatives and developing partnerships in a community college, career and technical education, workforce, economic-development, or employer setting preferred.
  • Experience developing or administering U.S. Department of Labor Registered Apprenticeship programs, work-based learning, or short-term workforce programs preferred.
  • Knowledge of apprenticeship requirements, noncredit and credit curriculum alignment, credit for prior learning, Workforce Pell, and state and federal data and reporting expectations preferred.

Certifications and Licenses: Valid state driver's license.

Abilities:

  • Demonstrated ability to lead complex initiatives and build effective partnerships with employers, faculty, academic leaders, workforce agencies, schools, and community organizations.
  • Strong curriculum and program development, data analysis, project management, written communication, presentation, and interpersonal skills.
  • Ability to interpret and apply federal, state, and institutional requirements; manage multiple priorities; maintain accurate documentation; and travel throughout the Iowa Valley service area and occasionally beyond the region.

Base Wage: $63,242-$84,322 annually - actual salary will be based on experience and education.
