Organizational Overview

The Indiana Conference of The United Methodist Church's mission is to make disciples of Jesus Christ for the transformation of the world by equipping local churches for ministry and by providing a connection for ministry beyond the local church, all to the glory of God.

Overall Position Purpose

The Director of Administrative Services in accordance with ¶619.2 of The 2020/2024 Book of Discipline (in part), serves as a primary administrative leader for the Conference, providing oversight of human resources, personnel management, benefits administration, information technology, cybersecurity, operational administration, and organizational compliance functions, working in close coordination with the Director of Finance and Conference Treasurer and the Administrative Services Team. The Director integrates strategic management and coordination, operational excellence, and collaborative problem-solving to strengthen the administrative needs of the Conference and resource local churches with administrative and operational best practices.

This role shall provide support for the Conference Board of Pension and Health Benefits, and Conference Council on Finance and Administration (CF&A) in personnel matters.

Strategic Management & Administrative Alignment

The Director of Administrative Services shepherds the missional alignment around key priorities:

  • Administrative excellence and operational effectiveness
  • Human resources and benefits administration
  • Organizational compliance applicable to federal, state, and local labor and employment laws
  • Technology, cybersecurity, and information management
  • Support and resourcing of local churches and ministry leaders

Core Responsibilities

  • Strategic Administrative Management and Coordination: Works with the Administrative Services team, boards/commissions, to recommend administrative policies and procedures related to personnel management, human resources, information technology and database management, pension and health benefits.
  • Administrative Operations: Manages and coordinates the Conference administrative functions. Develop, recommend, implement, and monitor administrative policies, procedures, and operational practices that strengthen Conference effectiveness. Works with appropriate boards and commissions to ensure support materials for all board/commission meetings are accurately generated and appropriately distributed.
  • Human Resources and Personnel Administration: Works to provide management and coordination of the Conference human resource policies, employment practices, worker classification, employment eligibility verification, and personnel procedures in compliance with applicable law(s).
  • Benefits Administration: Provide oversight of retirement and health benefit programs for clergy and lay employees, ensuring billing accuracy, plan compliance and remediation, funding and health reimbursement plan actuarial assumptions in effective partnership with the Associate Director of Benefits, the Board of Pension and Health, and Wespath.
  • Technology and Information Management: Provide oversight of Conference information technology operations, cybersecurity initiatives, software systems, vendor relationships, data management, system security, and incident response planning in collaboration with technology staff and service providers in coordination with the Associate Director of Information Technology.
  • Connectional Collaboration: Responsible for developing and maintaining relationships with ministry partners, consultants, denominational agencies, benefit providers, cybersecurity resources, and Conference leaders. Assist local churches by providing guidance and resources related to administrative and operational best practices. Prepare and conduct ministry-related training sessions for Conference and District events.
  • Presence and Participation: Convene and attend meetings with boards, agencies, committees, and team members as related to the work of the Director of Administrative Services.

Supervision of Staff/Volunteers

Provide oversight and supervision for the Administrative Services Department and support and guidance for the Conference Board of Pension and Health Benefits.

Organizational Leadership

Serves on the Conference Strategic Administrative Team, Missional Alignment Team, and the Conference Board of Pension and Health Benefits

Qualifications: Knowledge, Skills, Gifts, and Abilities

  • Spiritual: A lay or clergyperson who has a mature faith in Jesus Christ. One who exemplifies faith through leadership, demonstrates a heart for service, and maintains a strong commitment to the

mission of The United Methodist Church.

  • Education and Credentials: Bachelor's degree required from an accredited institution of higher education; Master's or equivalent in leadership, talent management, nonprofit

management/leadership, or organizational development is required.

  • Experience: Proven management experience in administration, human resources, benefits administration, operations, and employment compliance. Additionally, possess a familiarity with

the structure and polity of The United Methodist Church and the Indiana Conference.

  • Competencies: Efficient and effective organizational leadership, project management, relational skills, critical thinking with the ability to execute plans in a complex and fast-paced

environment, active and compassionate listener, effective written and verbal communicator, culture intelligence demonstrating both commitment and competency, innovation, and ability to hold

highly confidential matters.

Workplace Requirements

  • In Office position (Carmel, Indiana)
  • Ability to travel as needed
  • Proficiency with computer technology and application programs, including Word, PowerPoint, Excel, Database Management, and various financial systems
  • Access to an internet-enabled mobile phone
  • Use of a conference-issued laptop computer with voice and video capabilities
