Noblis MSD is seeking an experienced senior professional with Director, Program Management, and/or Business Development leadership experience in the NAVSEA and/or NSWC market(s). This position is intended to be a hybrid role to include operations management and business development expertise.
Responsibilities include:
Professionals in program management are responsible for overseeing and coordinating one or more programs to achieve strategic objectives and organizational goals. They utilize their expertise in project management, stakeholder engagement, and leadership to plan, execute, and monitor program activities, ensuring alignment with business priorities and delivering value to stakeholders. Typical responsibilities include defining program scope, goals, and deliverables, developing program plans, and timelines, overseeing program profit and loss, and allocating resources across multiple projects or programs to optimize efficiency and effectiveness. Program management roles also involve establishing governance structures, policies, and procedures to manage program risks, issues, and dependencies, and facilitating communication and collaboration among teams, stakeholders, and senior leadership. Additionally, professionals may monitor program performance, track key performance indicators (KPIs), and provide regular status updates and progress reports to stakeholders to ensure transparency and accountability. Their expertise in areas such as program portfolio management, change management, and strategic planning enables organizations to successfully execute complex programs, adapt to changing business environments, and achieve strategic objectives in a coordinated and integrated manner.
You contribute to the success of an account, function and/or project, aligning your activities with company strategy and collaborate to improve current or create new Noblis methodologies, capabilities and/or services. Work on novel assignments, issues and problems; assignments are large scope, high impact, high cost and are of high importance. Possess broad, deep expertise or unique knowledge in their field; resolve novel challenge with significant organizational impact and consult on solutions for novel, out-of-policy, or strategic issues. Act as a strategic advisor to top/executive management; collaborate with senior management on diverse, multi-area assignments. Build and maintain strategic relationships across groups; create and manage complex resource networks across internal/external groups. Operate under general direction with significant autonomy; demonstrate sound judgment in ambiguous situations and know when to escalate.
In this role you are a senior manager with three to 12 direct reports, including managers as direct reports. You are responsible for multiple departments, task orders or projects on a larger contract ensuring an exceptional customer and employee experience.
Required Qualifications:Bachelor's degree in Business or Engineering/Technical field.
Desired Qualifications:
Project Management Professional (PMP) certification preferred.
Defense Acquisition Workforce Improvement Act (DAWIA) training preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
