EDUCATION AND EXPERIENCE:
Masters Degree
Five years of experience working with Bilingual and English as a Second Language (ESL) programs
Experienced in presenting workshops, seminars and informational speeches
Three years' campus leadership experience, preferred
CERTIFICATION:
Valid Texas Teaching Certificate by the State Board for Educator Certification
Valid Bilingual/ESL Teacher Endorsement by the State Board
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY:
Directs all aspects of the District's English Language Learner (Bilingual and English as a Second Language) instructional programs. Ensures district wide compliance with federal program requirements including ESSA, Title I, and Title III. Supports summer school programs through grant management and arranging for instructional materials.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
Ensures compliance with all state and federal mandates regarding curricular issues and Bilingual/ESL programs involving Title I students and Title III programs, including the development, implementation, and evaluation of the Bilingual/ESL programs and curricula that enables English learners to participate equitably in school.
Develops and manages the fiscal operations of the Bilingual/ESL programs, including Title I C Migrant, Title III A LEP, Title III A Immigrant, ESL Program, LEP Grants, and general funds.
Promotes the professional growth of Bilingual/ ESL and content area teachers by coordinating with District staff to develop training opportunities in second language acquisition strategies based upon current research and best practices to improve English learners achievement, including dual language and sheltered instruction programs.
Prepares in a timely manner all program reports, applications and amendments as required by the Texas Education Agency (TEA) and federal agencies.
Serves as the District employee responsible for completing and managing federal or state grants awarded to the Bilingual/ESL programs.
Promotes the Bilingual/ESL program to students, faculty, staff, parents, community members and other interested parties.
Coordinates with various programs and departments to enhance parent involvement opportunities for the parents/guardians of students in the Bilingual/ESL programs.
Collaborates with various programs and other District personnel to ensure that Bilingual/ESL students at Title I cluster campuses are receiving resources for their academic success and are equitable to those resources received at non-Title I cluster campuses.
Coordinates the development, implementation, and evaluation of a program for recent immigrants, refugees, and a center for newcomers.
Coordinates and plans Bilingual/ESL Summer School activities, including the state mandated summer school program for kindergarten and first grade students.
Analyzes District and campus state and local testing data and works with District personnel to provide recommendations for improving Bilingual/ESL programs to meet the identified needs of English learners.
Collaborates with principals and District personnel to provide a campus-based ESL program that enables English learners to be successful on state assessments.
Collaborates with Human Resources to recruit and hire bilingual and ESL teachers.
Shares new guidelines, programs, instructional strategies and ideas with District personnel including the creation of an annually updated Bilingual/ESL handbook.
Serves as District contact person for Texas Education Agency Bilingual/ESL compliance inquiries and visits.
Serves a public relations representative and information officer for the Bilingual/ESL programs.
Maintains confidentiality of information.
Reports to work on time every day.
Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:
- Demonstrated knowledge of federal programs, academic requirements, and federal guidelines
- Ability to articulate in English and one other language
- Ability to interpret and apply policy, procedures and data
- Ability to evaluate instructional programs and teaching effectiveness
- Ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public
- Strong communication, public relations and interpersonal skills
- Valid Texas Driver's License with driving record that meets the requirements of the District
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms, climb or balance, and taste or smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually moderate.
