Position Title: Digital Services Technical Manager

Location: 100% Remote (U.S.)

Position Status: Long-term Contract

Clearance Requirements: U.S. Citizenship Required, Ability to obtain and maintain a Public Trust

Pay Rate: $75 - $95/hr. (Based on Experience)

Position Description: Seneca Resources is seeking an experienced Digital Services Technical Manager to lead enterprise-scale cloud modernization and digital transformation initiatives supporting a large federal program. This role is ideal for a technical leader who combines deep AWS Site Reliability Engineering (SRE) expertise with strong leadership, communication, and DevSecOps experience.

You will partner with cross-functional engineering teams-including Software Development, Site Reliability Engineering, Cloud Operations, Security, Automation, QA, Networking, and Database Engineering-to drive modernization efforts, improve operational excellence, and strengthen cloud-native delivery practices.

What You'll Do

  • Lead technical initiatives that improve software delivery, cloud operations, and platform reliability across enterprise applications.
  • Drive adoption of DevSecOps, CI/CD, Infrastructure as Code, and modern software engineering best practices.
  • Partner with engineering leadership to define technical strategy and improve operational maturity.
  • Mentor, coach, and develop engineering teams while providing technical guidance across multiple disciplines.
  • Lead technical response efforts during high-impact production incidents and communicate status updates to executive stakeholders.
  • Facilitate root cause analysis sessions and ensure long-term corrective actions are implemented.
  • Build scalable operational processes that improve monitoring, observability, automation, and incident response.
  • Oversee cloud infrastructure, application reliability, and continuous delivery improvements across AWS environments.
  • Develop technical documentation including architecture decisions, operational procedures, incident reports, and standard operating procedures.
  • Collaborate within Agile teams to continuously improve engineering processes and platform capabilities.
  • Support technical proposal development, RFIs, and strategic solution planning.
  • Identify opportunities to improve standardization, automation, security, and operational efficiency across engineering teams.
  • Manage workload, priorities, and performance of technical staff and subcontractors.

Required Skills/Education

Required Qualifications

  • 10+ years of experience leading enterprise IT, Cloud Engineering, DevOps, Site Reliability Engineering (SRE), or Platform Engineering initiatives.

  • Proven experience managing technical teams while coaching and developing engineers.

  • Extensive hands-on experience designing, building, and operating enterprise AWS environments.

  • Strong background implementing DevSecOps practices across software delivery lifecycles.

  • Experience building and managing modern CI/CD pipelines using GitLab CI/CD.

  • Hands-on experience with Infrastructure as Code using Terraform.

  • Strong Kubernetes experience, including Amazon EKS and containerized applications.

  • Experience supporting cloud-native applications built with Spring Boot or similar frameworks.

  • Experience with AWS services including:

  • CloudWatch

  • OpenSearch

  • IAM

  • AWS WorkSpaces

  • AWS Session Manager

  • Experience with observability and monitoring platforms such as:

  • Datadog

  • CloudWatch

  • Enterprise monitoring and alerting tools

  • Experience with cloud security technologies including IAM, Aqua Security, DLP, and related security platforms.

  • Strong understanding of networking, cloud infrastructure, database platforms, and enterprise architecture.

  • Programming experience in at least one language such as:

  • Python

  • Java

  • C/C++

  • Ruby

  • Experience leading enterprise incident management, production support, and operational excellence initiatives.

  • Ability to communicate complex technical concepts effectively to engineering teams, executives, and customers.

  • Experience facilitating technical root cause analysis and driving long-term operational improvements.

  • Strong analytical, troubleshooting, and problem-solving skills.

  • Comfortable supporting production systems in a 24x7 operational environment when required.

Required Certifications

  • AWS Certified Solutions Architect - Professional
  • AWS Certified Security - Specialty

Preferred Qualifications

  • Active Public Trust Clearance
  • Bachelor's Degree in Computer Science, Information Technology, Engineering, or a related discipline
  • Experience supporting large federal government technology programs
  • Experience with Platform as a Service (PaaS) environments
  • Knowledge of remote access technologies including SFTP, Citrix/RDP, PCoIP, DCV, and AWS WorkSpaces
