ABOUT THE POSITION

There is currently one (1), two-year, fixed-term vacancy for a Digital Inclusion Program Engineer (Advanced Systems Engineer) with the Information Services and Technology (IST) Department.

The Digital Inclusion Program Engineer (Engineer) supports the Digital Marin initiative focused on bridging the digital divide for older adults and individuals with disabilities residing in Marin Housing Authority (MHA) subsidized housing communities. This role provides project oversight, coordination, and technical support to ensure equitable access to digital resources, internet connectivity, devices, and digital literacy training.

Taking an initiative to resolve complex issues, the Engineer performs a wide range of complex assignments requiring sound judgment, independent decision-making, project planning, technical coordination, and collaboration with County departments, community partners, and residents. Work is reviewed for overall outcomes, quality of service, resident satisfaction and program impact.

In addition to technical expertise, this position requires a strong customer service mindset grounded in empathy, patience, and an understanding of the unique needs and challenges faced by the residents served through the program. The Engineer must be able to build trust, communicate technical concepts in an approachable manner, and provide respectful, person-centered support that promotes digital confidence, independence, and inclusion.

Bilingual (English/Spanish) skills are highly desirable to support effective communication and outreach with the diverse communities served by the Digital Marin program.

MINIMUM QUALIFICATIONS: Any four-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:

  • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
  • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
  • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
  • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
  • Relevant professional experience demonstrating knowledge and abilities necessary of the role.

SPECIAL REQUIREMENTS: LIVESCAN

Candidates selected may be subject to fingerprinting by the Sheriffs Department and must pass a Department of Justice LiveScan background check prior to appointment.

WORK ENVIRONMENT:

This position is primarily an onsite role. The successful candidate will spend the majority of their time working from County facilities and Marin Housing Authority (MHA) locations providing hands-on technical support, device deployments, digital literacy training, resident assistance, and program coordination. While limited remote work may be available based on operational needs and supervisor approval, approximately 90% of the position is expected to be performed onsite or in the field. The successful candidate must be able to travel regularly between County and MHA locations and report to County facilities on short notice when needed.

The successful candidate is equally comfortable coordinating projects, managing technology deployments, troubleshooting devices, leading digital literacy training, and collaborating with County departments, community partners, and vendors. They are self-motivated, organized, and able to balance multiple priorities while maintaining a high level of customer service and professionalism.

Bilingual (English/Spanish) communication skills are preferred, as they will enhance the programs ability to serve Marin Housing Authority residents and strengthen outreach within the diverse communities supported by Digital Marin. Candidates who are not bilingual but possess strong interpersonal skills, cultural awareness, and a commitment to equitable service are also encouraged to apply.
