Responsibilities

Overview

REI Systems is seeking a Program Manager - DHS Portfolio to lead complex federal IT programs across the Department of Homeland Security. The role will initially support an established U.S. Citizenship and Immigration Services program and related portfolio growth.

The Program Manager will be accountable for customer satisfaction, delivery, staffing, financial performance, contractual commitments, and risk management across multiple teams. The ideal candidate has direct DHS experience and has led organizations of 50 to 100 personnel through technical leads.

Position Summary

This is a hands-on, customer-facing role responsible for current program delivery and the transition of new work. The Program Manager will connect DHS customers with REI account leadership, project managers, solution architects, technical teams, subcontractors, and corporate support functions.

Key Responsibilities

Program Delivery and Team Leadership

• Lead DHS programs and workstreams from planning and transition through execution, operations, and closeout.
• Own scope, schedule, staffing, deliverables, service levels, quality, risks, and customer commitments.
• Lead technical teams totaling 50-100 providing mission-critical DevSecOps services.
• Establish clear roles, decision authority, reporting, escalation paths, and performance expectations across teams.
• Develop staffing and succession plans, support recruiting and onboarding, and resolve delivery or performance issues.

Customer and Stakeholder Management

• Serve as a senior, day-to-day interface for DHS program, mission, contracting, and technology stakeholders.
• Lead customer meetings, program reviews, executive briefings, and resolution of sensitive delivery or relationship issues.
• Translate customer priorities into delivery plans while controlling scope and maintaining contractual alignment.
• Build trusted customer relationships through clear communication, sound judgment, and reliable follow-through.

Financial and Contract Management

• Manage budgets, forecasts, revenue, margin, estimates at completion, utilization, funding, and invoicing.
• Oversee contract value, CLINs, task orders, deliverables, staffing, subcontractors, and compliance obligations.
• Identify financial and contractual risks early and take corrective action when performance varies from plan.
• Support option years, recompetes, follow-on work, and contract changes with accurate delivery and financial data.

Technology Delivery and Growth

• Lead federal IT modernization programs involving software development, cloud, data, cybersecurity, Agile delivery, and DevSecOps.
• Coordinate with architects, engineers, product owners, and business teams to resolve dependencies and maintain delivery momentum.
• Use program metrics to improve quality, predictability, efficiency, and customer outcomes.
• Identify organic growth opportunities and support DHS capture, proposals, pricing, oral presentations, and transition planning.
• Convert awarded work into executable program, staffing, and transition plans without disrupting current delivery.

Success Measures

Success will be measured by the Program Manager''s results across the DHS portfolio, including:

• Strong customer satisfaction and trusted relationships with DHS and USCIS stakeholders.
• Consistent delivery of contractual commitments and mission outcomes on schedule and within budget.
• Accurate reporting and early resolution of delivery, staffing, financial, and customer risks.
• Stable teams, successful transitions, sound financial performance, and contribution to portfolio growth.

Qualifications

Required Qualifications

• At least 10 years of federal IT consulting or delivery experience, including five years leading complex DevSecOps programs.
• Direct experience supporting DHS or one of its components in a program, project, delivery, or client-management role.
• Experience managing program financials, federal contracts, task orders, CLINs, staffing, subcontractors, and compliance.
• Strong customer-facing experience with government program managers, contracting officials, technology leaders, and executives.
• Working knowledge of federal IT modernization, software development, cloud, data, cybersecurity, Agile, and DevSecOps.
• Bachelor''s degree in a related field and strong leadership, communication, financial management, and problem-solving skills.

Preferred Qualifications

• Direct experience with USCIS, ICE,CBP, or another DHS component.
• Experience leading an existing program while launching new projects, task orders, or workstreams.
• Demonstrated success improving customer satisfaction, CPARS, delivery, financial performance, retention, or organic growth.
• PMP certification; SAFe, Scrum, ITIL, or comparable certifications are also valued.

Clearance

Ability to obtain and maintain a DHS Public Trust or other suitability determination required by the assigned contract. U.S. citizenship required based on contract requirements.

Location

Hybrid, with the ability to work from the REI Systems Sterling, Virginia office approximately two days per week and attend DHS customer meetings throughout the Washington, D.C. metropolitan area as needed.
