About Call to Safety
Call to Safety has been working in Oregon since 1973 to fulfill our mission of ending domestic and sexual violence by providing confidential support services and education to empower our community. We operate Oregon's oldest and largest 24/7/365 comprehensive support line, offer follow-up advocacy and case management, and provide in-person sexual assault medical advocacy. Call to Safety serves people of all genders who have experienced domestic and sexual violence, stalking, and sex trafficking, as well as the people who support them. We believe that everyone deserves a life free of domestic and sexual violence.
Position Summary
The Development & Community Partnerships Manager leads Call to Safety's fundraising, development, community engagement, and external communications work. The manager is responsible for growing contributed revenue, cultivating strong donor and community relationships, and building the systems and practices necessary for a sustainable development program.
This is both a relationship-building and systems-building role, with fundraising growth as a primary objective. The Manager will cultivate donors and partners, move relationships toward meaningful opportunities for support, and make clear and effective asks while developing the donor data, stewardship practices, fundraising calendar, and other infrastructures necessary to support consistent fundraising over time.
The Manager also leads Call to Safety's community partnerships and external communications, helping maintain the organization's visibility, relationships, and connection with the broader community. The Manager works closely with the Executive Director, Board of Directors, organizational leadership, contracted grant-writing support, funders, and community partners.
This position requires initiative, adaptability, strong relationship and communication skills, and the ability to build effective practices while actively carrying out the work they are designed to support.
This position is based in Portland, Oregon, and is hybrid, with the expectation that there will be in-person meetings, working days, community events, and donor or partner meetings. Confidentiality will be required while working from home.
Specific Responsibilities
Fundraising & Donor Relationships - 35%
- Develop and implement an annual fundraising plan with clear revenue goals, strategies, timelines, and measures of success.
- Build and manage a portfolio and pipeline of individual donors and prospects, including identification, cultivation, solicitation, stewardship, renewal, and re-engagement.
- Develop authentic relationships with donors and prospective supporters, understanding their interests and connecting them with Call to Safety's mission, programs, and funding needs.
- Move donor relationships toward appropriate opportunities for support and make direct financial asks through meetings, appeals, campaigns, events, and other strategies.
- Develop and implement annual giving, recurring giving, donor renewal, and other strategies to grow and diversify individual contributions.
- Partner with the Executive Director on major donor cultivation, solicitation, and stewardship, including strategy, preparation, and follow-up.
- Track fundraising progress, assess results against revenue goals, and adjust strategies based on performance and emerging opportunities.
Development Systems & Strategy - 25%
- Build, strengthen, and maintain practical systems and practices that support effective and consistent fundraising.
- Manage and maintain Call to Safety's donor database (Little Green Light), including accurate donor and prospect records, gift tracking, acknowledgments, relationsihp management, moves management, and stewardship information.
- Develop and maintain an annual development calendar integrating appeals, campaigns, donor communications, events, stewardship, and other fundraising activities.
- Establish systems for prospect identification, donor segmentation, follow-up, retention, and re-engagement.
- Develop useful fundraising reports that allow the Manager, Executive Director, and Board to understand revenue performance, donor activity, pipeline, retention, and progress toward goals.
- Continually evaluate and improve development systems as the organization's fundraising program grows.
Community Partnerships & Communications - 25%
- Build and maintain relationships with community organizations, businesses, supporters, and other partners that strengthen Call to Safety's visibility, resources, and community connections.
- Develop community engagement opportunities that deepen existing relationships and introduce new audiences to Call to Safety's mission and work.
- Coordinate organizational participation in relevant community events, tabling opportunities, campaigns, and partnership activities.
- Lead Call to Safety's external-communications, including newsletters, social media, organizational updates, impact stories, fundraising communications, and other community-facing content
- Help shape and maintain Call to Safety's external narrative and organizational voice, developing storytelling approaches that communicate the organization's impact, values, and funding needs across fundraising, community engagement, and external communications.
- Identify opportunities for partnerships that may generate financial support, in-kind resources, sponsorships, referrals, visibility, or deeper community connection.
- Prioritize communications and outreach activities based on organizational capacity, mission, impact, and development goals.
Foundation & Funder Relationships - 10%
- Serve as a primary relationship manager for private foundation and philanthropic funders and prospective funders, maintaining relationships beyond individual application and reporting cycles.
- Serve as Call to Safety's primary staff liaison to contracted grant-writing support, coordinating priorities, deadlines, organizational information, internal review, and other resources needed to support successful applications and reports.
- Coordinate with program, finance, and executive leadership to ensure grant writers have accurate and timely programmatic, financial, and organizational information.
- Support funder meetings, site visits, stewardship, and other opportunities to strengthen institutional relationships.
- Maintain awareness of Call to Safety's broader funding portfolio and organizational priorities to support a coordinated and diversified fundraising strategy.
Organizational Leadership & Collaboration - 5%
- Serve as a member of Call to Safety's leadership team and contribute a development, communications, and community-engagement perspective to organizational planning and decision-making.
- Partner with the Executive Director and Board of Directors to strengthen their participation in fundraising, donor engagement, and community relationship-building.
- Collaborate across the organization to understand program priorities, emerging needs, impact, and opportunities for community and donor engagement.
- Navigate changing funding conditions and organizational priorities with flexibility and sound judgement, adapting strategies while maintaining momentum toward fundraising and organizational goals.
- Contribute to an organizational culture grounded in collaboration, accountability, equity, learning, and care.
- Challenge the systemic oppression of the nonprofit industrial complex and the inherent and intentional structures of white supremacy, violence, and oppression for the betterment of our community internall and externally.
General Responsibilities
- Attend required staff, leadership, supervision, and organizational meetings and activities.
- Maintain a high level of confidentiality and timely, effective internal communication.
- Complete required documentation and administrative reponsibilities in a timely manner.

Qualifications - Required
Relationship Development & Revenue Generation
- At least three years of progressively responsible experience in fundraising, development, sales, recruitment, business development, relationship management, or other work involving cultivation of relationships toward measurable goals.
- Demonstrated ability to build and manage a pipeline of prospective supporters, clients, candidates, or partners; cultivate relationships over time; identify opportunities for engagement; and more relationships toward action.
- Demonstrated comfort making direct asks, discussing money and investment, responding to hesitation or rejection, and maintaining relationships regardless of immediate outcome.
- Experience developing, implementing, or improving systems to manager donor or constituent relationships, pipelines, follow-up communications, goals and results, including CRM/donor management platforms such as Little Green Light and email/communications platforms such as Constant Contact or similar tools. Ability to use these systems to support consistent relationship management, fundraising activity, and performance tracking.
- Strong written and verbal communication skills, including the ability to develop compelling audience-centered communications.
- Demonstrated data literacy and curiosity, including the ability to establish measurable goals, identify meaningful fundraising and engagement metrics, interpret trends and results, ask useful questions of the data, and adjust strategy accordingly.

Qualifications - Strongly Preferred
- Professional fundraising or development experience, including individual giving, major gifts, recurring giving, donor stewardship, or demonstrated success growing contributed revenue.
- Experience developing or significantly improving a fundraising program, relationship-management relationships with private foundations, philanthropic funders, or contracted grant-wrtiting support.
- Experience partnering with executive leadership or Board of Directors on fundraising.
- Experience with nonprofit communications, storytelling, newsletters, social media, or digital fundraising.
- Experience building community partnerships, coordinating outreach, or representing an organization publicly.
- Experience working in domestic violence, sexual violence, survivor advocacy, human services, or another mission-driven community based organization.
- Lived experience in a population that has experienced historical and intentional oppression, including but not limited to the communities served by Call to Safety.
- Fluency in a language in addition to English.
- Valid driver's license, regular access to a car, and proof of insurance.
