DEPUTY WATER SUPERINTENDENT

NATURE OF WORK
Serves the public by overseeing responsible engineering work in managing the Water Division's capital improvement program planning, design and construction work which includes the repair, replacement and expansion of water system infrastructure such as water mains, reservoirs, elevated storage tanks, zone control valves, production and treatment facilities and associated appurtenances, as well as managing the Field Services section of the Water Division.
DISTINGUISHING FEATURES
An employee in this class is responsible for assisting the Water Superintendent in the planning, development and implementation of the Water Division's long-term capital improvement program including the setting of priorities for infrastructure replacement, repair and expansion based on financial capability, infrastructure needs, and demands of the community. In addition, this employee is responsible for managing and coordinating, through supervisors and support staff, the operations of the Field Services and Water Engineering sections of the City's Water Division. Duties include assisting in forecasting of program revenue(s), development of plans and cost estimates, allocation of funding, setting of implementation plans and project oversight through Project Managers and Consulting Engineers. Duties also include presenting information to the public, attending meetings with local and state agencies, preparing applications for grant funding, coordinating administrative activities associated with capital project management, preparing request for proposals, negotiating fees and project scope(s) with firms contracted to perform the work, negotiating with developers and landowners regarding cost sharing participation, and reviewing and approving plans for water improvements.
Employee must have knowledge of basic engineering principles, practices, procedures and methods or equivalent. This employee must be skilled in the administration and management of a comprehensive capital improvements program or equivalent.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Assist the Water Superintendent in planning, development, implementation and management of the Water Division's long-term capital improvement program and construction, including setting priorities for infrastructure replacement, repair and expansion; assists the Water Superintendent, Public Works Business Manager and Water Accounting Technician in the forecasting of funding and financing sources; balances financial capacity against infrastructure needs and demands of the community.
Coordinates field service activities, including receiving and processing of requests for service, conducting service and meter inspections, and water meter reading for utility billing purposes.
Conducts feasibility studies; prepares cost estimates; schedules projects for inclusion in the water utility master plan and water capital improvement plan; recommends the selection of engineering firms to design and construct approved projects.
Assist the Water Superintendent in developing and presenting water capital improvement plan information to the general public; develops brochures and press releases to promote water capital improvement projects; develops PowerPoint presentations that outline the CIP Program creation, implementation, and progress; on an as-needed basis, works with the Water Superintendent to meet with various local and state agencies to secure funding for major projects; prepares grant applications for grant funding.
Manages and coordinates Water Engineering staff, and/or completes the design and construction of water system improvement projects, either as stand-alone projects or in conjunction with other public improvement projects, including: data collection; the engineering design of water production and treatment facilities, SCADA systems, pumping stations, water storage facilities, water mains and other water utility improvement projects including the preparation of detailed drawings and accurate construction plans; the preparation of specifications and contract documents; the inspection of construction methods and materials; the resolution of design and construction problems and disputes; and the gathering of engineering information for pay estimates and records.
Reviews site plans, commercial and residential development plans for compliance with water engineering standards, ordinances, policies and sound water engineering practices; develops the resolution of problems and disputes associated with proposed plans through the City Engineer.
Coordinates administrative activities associated with water capital improvement projects, including the development of intergovernmental agreements, the acquisition of right of way and/or easements, the conducting of public meetings, the notification of residents and businesses, the preparation and approval of final project plans and specifications, the recommending of contract awards, the approval of project related payments, the recommending of contract changes.
Manages the City's "Agreement to Delegate Authority to Issue Permits for Water Main Extension".
Conducts and manages routine and complex water engineering surveys and studies, the analysis of survey and study data gathered, and the development of plans to improve operational efficiency of the water system.
Maintains the City's water utility atlas.
Implements City ordinances, policies and procedures, and federal and state laws, regulations and guidelines to division activities.
Prepares regular and complex reports; maintains division files and records.
Attends meetings, conferences, workshops, and trade shows, reviews professional publications and manuals, to keep abreast of changes and advances in water engineering methods and technology.
Assists the Water Superintendent and Public Works Business Manager in the establishment and implementation of a Financial Management system that will track water capital improvement program project budgets and expenditures. Coordinates with the Finance Department and CIP support staff.
Prepares operational reports for the Field Services section of the Water Division.
Assists the Water Superintendent in working with engineering and operations staff to gather and memorialize infrastructure data (via GIS) that will allow a data driven risk assessment model. Will assist the Water Superintendent in the conduction of special studies to gather condition and volume data of water infrastructure systems. Uses this data to create and implement a water capital improvement program investment approach that will allow focused investment of Water Division funds to those areas that bring the highest cost benefits and functional efficiency to the Community.
Creates and implements construction management system(s) in support of a professional and efficient construction management culture; and creates and manages a water CIP construction project master schedule that will allow direct reporting on project progress (to all City Departments, elected officials, and the general public).
Maintains reasonable and predictable attendance.
SUPERVISION RECEIVED
Work is performed under general supervision of the Water Superintendent and the Director of Public Works with considerable latitude for independent actions and judgment in making decisions and carrying out essential tasks and assignments to completion. Work is performed in accordance with City ordinances, specifications, policies and procedures, and contract union agreements in compliance with federal, state and local laws, regulations, rules and guidelines. Work is reviewed periodically for adherence to policies and procedures, for timely accomplishment of tasks, and for overall results achieved.
SUPERVISION EXERCISED
Employee exercises supervision over technical, skilled, and semi-skilled staff engaged in carrying out the functions of water engineering. Supervisory responsibilities include assigning and evaluating work, establishing work priorities, resolving personnel and work related problems and issues, setting performance goals and standards for the division, setting performance goals and standards for the division, making hiring and disciplinary decisions.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is performed primarily in an office environment, however work activities frequently require travel to various sites throughout the city to attend meetings and conferences and to conduct field inspections and gather information. Work exposes employee to normal everyday risks in both office and field situations, and require normal safety precautions. Work activities require frequent sitting, standing, walking, bending, lifting, operating a vehicle, moving and carrying objects weighing up to 50 pounds, operating computers and office equipment.

EDUCATION, TRAINING & EXPERIENCE
Graduation from an accredited four-year college or university with major coursework in Civil Engineering, Construction Management or closely related field. Five (5) years of responsible experience in Public Works administration, water operations management, engineering construction, or related experience, which provides the knowledge, abilities and skills required by the position. Any satisfactory equivalent combination of experience and training, which ensures the ability to perform the work, may be substituted for the required experience/education.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Illinois driver's license.
Water Operators License and Professional Engineering License desired.
Obtain a Class "B" Illinois Water Supply Operator in Training's Certificate within 18 months of hire and obtain a Class "B" Illinois Water Supply Operator Certification within 50 months of hire.
Residency Requirement:
All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
